Ministr dopravy Martin Kupka pohovo\u0159il o v\u00fdvoji nov\u00e9 dopravn\u00ed legislativy. Akci moderoval v\u00fdkonn\u00fd \u0159editel \u010cAP Jan Matou\u0161ek.<\/strong><\/p>\n<p><!--more--><\/p>\n<p>Lo\u0148sk\u00e9 zp\u0159\u00edsn\u011bn\u00ed bodov\u00e9ho syst\u00e9mu se podle ministra Kupky osv\u011bd\u010dilo, motorist\u00e9 maj\u00ed zv\u00fd\u0161en\u00fd respekt k pravidl\u016fm silni\u010dn\u00edhno provozu.<\/p>\n<p>V bodov\u00e9m syst\u00e9mu ministerstvo nov\u011b vytvo\u0159ilo t\u0159i kategorie &#8211; 2, 4 a 6 bod\u016f. U z\u00e1va\u017en\u00fdch p\u0159estupk\u016f se zv\u00fd\u0161ily blokov\u00e9 pokuty, u n\u011bkter\u00fdch se prodlou\u017eila i doba z\u00e1kazu \u0159\u00edzen\u00ed. T\u0159eba za j\u00edzdu na \u010dervenou je 6 bod\u016f, blokov\u00e1 pokuta 4500 a\u017e 5500 korun a 4-6 m\u011bs\u00edc\u016f z\u00e1kaz \u0159\u00edzen\u00ed u \u00famysln\u00e9ho poru\u0161en\u00ed. P\u0159ed novelizac\u00ed byla pokuta maxim\u00e1ln\u011b do v\u00fd\u0161e 2500 korun a z\u00e1kaz \u0159\u00edzen\u00ed od m\u011bs\u00edce do p\u016fl roku.<\/p>\n<p><strong>Skandin\u00e1vsk\u00e9 dv\u011b sekundy<\/strong><\/p>\n<p>\u201eC\u00edlem je citeln\u011b postihovat v\u011bdom\u00e9 poru\u0161ov\u00e1n\u00ed p\u0159edpis\u016f, kter\u00e9 ohro\u017euje ostatn\u00ed \u00fa\u010dastn\u00edky silni\u010dn\u00edho provozu,\u201c \u0159ekl <span class=\"highlight-query highlight-E2id0 highlight-E2M\">Martin<\/span> <span class=\"highlight-query highlight-E2id0 highlight-E2M\">Kupka<\/span> (<span class=\"highlight-E1id2 highlight-E1M\">ODS<\/span>) s t\u00edm, \u017ee jeho resort u\u017e pracuje na dal\u0161\u00edm zlep\u0161en\u00ed legislativy.<\/p>\n<p>&#8222;Jako z\u00e1sadn\u00ed nyn\u00ed vid\u00edm zv\u00fd\u0161en\u00ed bezpe\u010dn\u00e9ho odstupu vozidel v dopravn\u00edm provozu. R\u00e1di bychom prosadili do legislativy takzvan\u00fd skandin\u00e1vsk\u00fd model, tedy povinn\u00fd dvousekundov\u00fd odstup za p\u0159edjedouc\u00edm vozidlem,&#8220; nazna\u010dil ministr sv\u016fj dal\u0161\u00ed krok.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-12570\" src=\"http:\/\/www.automakers.cz\/wp-content\/uploads\/2025\/04\/CAP-Kupka-novinari-Karlik-Hubacek-900x506.jpg\" alt=\"\" width=\"900\" height=\"506\" srcset=\"https:\/\/www.automakers.cz\/wp-content\/uploads\/2025\/04\/CAP-Kupka-novinari-Karlik-Hubacek-900x506.jpg 900w, https:\/\/www.automakers.cz\/wp-content\/uploads\/2025\/04\/CAP-Kupka-novinari-Karlik-Hubacek-1024x576.jpg 1024w, https:\/\/www.automakers.cz\/wp-content\/uploads\/2025\/04\/CAP-Kupka-novinari-Karlik-Hubacek-768x432.jpg 768w, https:\/\/www.automakers.cz\/wp-content\/uploads\/2025\/04\/CAP-Kupka-novinari-Karlik-Hubacek-1536x864.jpg 1536w, https:\/\/www.automakers.cz\/wp-content\/uploads\/2025\/04\/CAP-Kupka-novinari-Karlik-Hubacek-1280x720.jpg 1280w, https:\/\/www.automakers.cz\/wp-content\/uploads\/2025\/04\/CAP-Kupka-novinari-Karlik-Hubacek.jpg 2040w\" sizes=\"auto, (max-width: 900px) 100vw, 900px\" \/><strong>\u0158idi\u010di se nad\u00e1le ob\u00e1vaj\u00ed agresivity ostatn\u00edch<\/strong><\/p>\n<p>Podle pr\u016fzkumu agentury IPSOS, kter\u00fd si nechala vypracoval \u010cAP, se bezpe\u010dn\u011b na \u010desk\u00fdch silnic\u00edch c\u00edt\u00ed jen p\u016flka <span class=\"highlight-E5id0 highlight-E5M\">\u0159idi\u010d\u016f<\/span>. Nejv\u00edc se boj\u00edme toho, co sami d\u011bl\u00e1me, ukazuje nejnov\u011bj\u0161\u00ed pr\u016fzkum. Jde o agresivitu za volantem \u010di nebezpe\u010dn\u00e9 p\u0159edj\u00ed\u017ed\u011bn\u00ed. Ka\u017ed\u00fd des\u00e1t\u00fd se p\u0159itom k n\u011bmu p\u0159izn\u00e1v\u00e1.<\/p>\n<p>O osm procent v\u00edce <span class=\"highlight-E5id0 highlight-E5M\">\u0159idi\u010d\u016f<\/span> se na silnic\u00edch a d\u00e1lnic\u00edch c\u00edt\u00ed bezpe\u010dn\u011bji oproti v\u00fdsledk\u016fm z roku 2022. Dobr\u00e1 zpr\u00e1va je ale kalena t\u00edm, \u017ee v sou\u010dtu to je pouze 54 %. Na silnici se tedy c\u00edt\u00ed bezpe\u010dn\u011b jen slab\u00e1 v\u011bt\u0161ina v\u0161ech <span class=\"highlight-E5id0 highlight-E5M\">\u0159idi\u010d\u016f<\/span> a <span class=\"highlight-E5id0 highlight-E5M\">\u0159idi\u010dek<\/span>. D\u016fvod? Chov\u00e1n\u00ed ostatn\u00edch <span class=\"highlight-E5id0 highlight-E5M\">\u0159idi\u010d\u016f<\/span>.<\/p>\n<p>Ka\u017ed\u00fd p\u00e1t\u00fd mezi d\u016fvody, pro\u010d se nec\u00edt\u00ed bezpe\u010dn\u011b, uvedl bezohledn\u00e9 <span class=\"highlight-E5id0 highlight-E5M\">\u0159idi\u010de<\/span>. Ve 14 procentech tak\u00e9 vysko\u010dila kategorie agresivn\u00edch <span class=\"highlight-E5id0 highlight-E5M\">\u0159idi\u010d\u016f<\/span>. Naopak d\u016fvody syst\u00e9mov\u00e9 a infrastrukturn\u00ed, jako je hustota dopravy \u010di stav silnic, se pod\u00edlely na pocitu nebezpe\u010d\u00ed jen n\u00edzk\u00fdmi procenty.<\/p>\n<p>\u201eNej\u010dast\u011bji se ob\u00e1vaj\u00ed <span class=\"highlight-E5id0 highlight-E5M\">\u0159idi\u010di<\/span> chov\u00e1n\u00ed a zp\u016fsobu j\u00edzdy ostatn\u00edch <span class=\"highlight-E5id0 highlight-E5M\">\u0159idi\u010d\u016f<\/span> \u2013 bezohlednosti, agresivity, poru\u0161ov\u00e1n\u00ed pravidel,\u201c interpretovali data <span class=\"highlight-E5id3 highlight-E5M\">analytici<\/span> z <span class=\"highlight-E1id1 highlight-E4id0 highlight-E1M highlight-E4M\">\u010cesk\u00e9<\/span> <span class=\"highlight-E4id0 highlight-E1id1 highlight-E4M highlight-E1M\">kancel\u00e1\u0159e<\/span> <span class=\"highlight-E1id1 highlight-E4id0 highlight-E1M highlight-E4M\">pojistitel\u016f<\/span>.<\/p>\n<p><strong>Matou\u0161ek vid\u00ed m\u00edrn\u00e9 zlep\u0161en\u00ed<\/strong><\/p>\n<p>\u201eSituace se m\u00edrn\u011b zlep\u0161uje, p\u0159esto je zde st\u00e1le siln\u00fd faktor negativn\u00edho vn\u00edm\u00e1n\u00ed chov\u00e1n\u00ed ostatn\u00edch <span class=\"highlight-E5id0 highlight-E5M\">\u0159idi\u010d\u016f<\/span>. Vad\u00ed n\u00e1m p\u0159edev\u0161\u00edm bezohledn\u00e1 a agresivn\u00ed j\u00edzda a poru\u0161ov\u00e1n\u00ed dopravn\u00edch pravidel. St\u00e1le ale nar\u00e1\u017e\u00edme na n\u00edzkou sebereflexi, kdy sice o vlastn\u00edch chyb\u00e1ch v\u00edme, ale hled\u00e1me pro n\u011b omluvy,\u201c \u0159ekl <span class=\"highlight-E5id2 highlight-E5M\">v\u00fdkonn\u00fd<\/span> <span class=\"highlight-E5id2 highlight-E5M\">\u0159editel<\/span> <span class=\"highlight-E4id0 highlight-E1id0 highlight-E4M highlight-E1M\">\u010cesk\u00e9<\/span> <span class=\"highlight-E1id0 highlight-E4id0 highlight-E1M highlight-E4M\">asociace<\/span> <span class=\"highlight-E4id0 highlight-E1id0 highlight-E4M highlight-E1M\">poji\u0161\u0165oven<\/span> <span class=\"highlight-E2id1 highlight-E2M\">Jan<\/span> <span class=\"highlight-E2id1 highlight-E2M\">Matou\u0161ek<\/span>.<\/p>\n<p>Paradoxn\u00ed situaci zachycuj\u00ed i data. T\u00e9m\u011b\u0159 ka\u017ed\u00fd v\u00e1m \u0159ekne, \u017ee \u0159\u00edzen\u00ed v opilosti \u010di pod vlivem drog je \u0161patn\u011b. Ale 7 procent z\u00e1rove\u0148 p\u0159izn\u00e1, \u017ee to d\u011bl\u00e1. Obdobn\u00e1 situace je u nebezpe\u010dn\u00e9ho p\u0159edj\u00ed\u017ed\u011bn\u00ed. \u010ce\u0161t\u00ed <span class=\"highlight-E5id0 highlight-E5M\">\u0159idi\u010di<\/span> a <span class=\"highlight-E5id0 highlight-E5M\">\u0159idi\u010dky<\/span> v\u00ed, \u017ee n\u00e1sledky mohou b\u00fdt fat\u00e1ln\u00ed, \u017ee to je nebezpe\u010dn\u00e9, \u017ee se to ned\u011bl\u00e1. Ale p\u0159esto, ka\u017ed\u00fd des\u00e1t\u00fd se k tomu p\u0159izn\u00e1v\u00e1. Tato \u010d\u00edsla p\u0159itom v \u010dase neklesaj\u00ed.<\/p>\n<p>\u201eP\u00e1ch\u00e1n\u00ed p\u0159estupk\u016f <span class=\"highlight-E5id0 highlight-E5M\">\u0159idi\u010di<\/span> omlouvaj\u00ed t\u00edm, \u017ee maj\u00ed situaci pod kontrolou. D\u011blaj\u00ed p\u0159esn\u011b to, co jim u ostatn\u00edch <span class=\"highlight-E5id0 highlight-E5M\">\u0159idi\u010d\u016f<\/span> vad\u00ed,\u201c doplnil <span class=\"highlight-E2id1 highlight-E2M\">Jan<\/span> <span class=\"highlight-E2id1 highlight-E2M\">Matou\u0161ek<\/span>.<\/p>\n<p>Nej\u010dast\u011bj\u0161\u00edmi d\u016fvody je pak sp\u011bch, nepozornost a dopravn\u00ed situace. Z\u00e1rove\u0148 plat\u00ed, \u017ee se \u010de\u0161t\u00ed <span class=\"highlight-E5id0 highlight-E5M\">\u0159idi\u010di<\/span> cht\u011bj\u00ed c\u00edtit bezpe\u010dn\u011bji, podporuj\u00ed zm\u011bnu bodov\u00e9ho syst\u00e9mu, v\u00ed o n\u00ed a 88 procent z nich motivuje k dodr\u017eov\u00e1n\u00ed pravidel. V\u011bt\u0161inou i dok\u00e1\u017e\u00ed uhodnout, kolik bod\u016f policie rozd\u00e1v\u00e1 za jak\u00e9 p\u0159estupky (s v\u00fdjimkou nejv\u00e1\u017en\u011bj\u0161\u00edch, kde m\u00edsto \u0161esti bod\u016f h\u00e1dali pr\u016fm\u011brn\u011b p\u011bt).
