V\u0161e za\u010dalo anal\u00fdzou odborn\u00edk\u016f z \u010cVUT, kte\u0159\u00ed definovali celkem sedm dopravn\u011b-bezpe\u010dnostn\u00edch rizik. K \u0159e\u0161en\u00ed pomohou t\u0159i opat\u0159en\u00ed. Prvn\u00ed z nich u\u017e jsou hotov\u00e1. <\/strong><!--more--><\/p>\n<p>V Libereck\u00e9m kraji bude eliminov\u00e1no jedno z dlouhodob\u011b problematick\u00fdch dopravn\u00edch m\u00edst. Jde o nebezpe\u010dn\u00fd \u017eelezni\u010dn\u00ed p\u0159ejezd v Z\u00e1kupech-Bo\u017e\u00edkov\u011b na \u010ceskolipsku, kter\u00fd je v t\u011bsn\u00e9 bl\u00edzkosti k\u0159i\u017eovatky silnic II. a III. t\u0159\u00eddy. Jen v leto\u0161n\u00edm roce se zde stalo u\u017e n\u011bkolik koliz\u00ed, a od roku 2019, kam sah\u00e1 dostupn\u00e1 anal\u00fdza, nebyl jedin\u00fd rok bez nehody.<\/p>\n<p>S \u0159e\u0161en\u00edm za pomoci prost\u0159edk\u016f z projektu Moje vize nula pomohla Platforma VIZE 0. Ta u\u017e d\u0159\u00edve iniciovala nap\u0159\u00edklad \u00fapravu \u010dty\u0159 rizikov\u00fdch p\u0159echod\u016f pro chodce p\u0159es frekventovanou silnici I. t\u0159\u00eddy ve Vratislavic\u00edch nad Nisou. Podn\u011bt k \u0159e\u0161en\u00ed v Z\u00e1kupech vze\u0161el z veden\u00ed nedalek\u00e9 Mimon\u011b, kde m\u011bsto dlouhodob\u011b bojuje s nadm\u011brn\u00fdm zat\u00ed\u017een\u00edm centra n\u00e1kladn\u00ed dopravou a sleduje dopravu v nejbli\u017e\u0161\u00edm okol\u00ed.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-14953\" src=\"http:\/\/www.automakers.cz\/wp-content\/uploads\/2025\/07\/PV0-pomaha-s-prejezdem-v-Zakupech-2-900x675.jpg\" alt=\"\" width=\"983\" height=\"737\" srcset=\"https:\/\/www.automakers.cz\/wp-content\/uploads\/2025\/07\/PV0-pomaha-s-prejezdem-v-Zakupech-2-900x675.jpg 900w, https:\/\/www.automakers.cz\/wp-content\/uploads\/2025\/07\/PV0-pomaha-s-prejezdem-v-Zakupech-2-1024x768.jpg 1024w, https:\/\/www.automakers.cz\/wp-content\/uploads\/2025\/07\/PV0-pomaha-s-prejezdem-v-Zakupech-2-768x576.jpg 768w, https:\/\/www.automakers.cz\/wp-content\/uploads\/2025\/07\/PV0-pomaha-s-prejezdem-v-Zakupech-2-1536x1152.jpg 1536w, https:\/\/www.automakers.cz\/wp-content\/uploads\/2025\/07\/PV0-pomaha-s-prejezdem-v-Zakupech-2-2048x1536.jpg 2048w\" sizes=\"auto, (max-width: 983px) 100vw, 983px\" \/>Veden\u00ed radnice po\u017e\u00e1dalo o pomoc libereck\u00fd T\u00fdm silni\u010dn\u00ed bezpe\u010dnosti, kter\u00fd se obr\u00e1til na odborn\u00edky z Platformy VIZE 0. Ti n\u00e1sledn\u011b zadali dopravn\u011b-bezpe\u010dnostn\u00ed anal\u00fdzu expert\u016fm z \u010cVUT, kterou vypracoval t\u00fdm pod veden\u00edm Karla Koci\u00e1na.<\/p>\n<p>\u017delezni\u010dn\u00ed p\u0159ejezd v Z\u00e1kupech pat\u0159\u00ed podle odborn\u00edk\u016f k dlouhodob\u011b rizikov\u00fdm m\u00edst\u016fm. \u201ePrakticky ka\u017ed\u00fd rok zde dojde ke st\u0159etu silni\u010dn\u00edho vozidla s vlakem. P\u0159esto\u017ee se tyto nehody zat\u00edm obe\u0161ly bez v\u00e1\u017en\u00fdch n\u00e1sledk\u016f na zdrav\u00ed, p\u0159ejezd vykazuje statisticky nadpr\u016fm\u011brn\u00e9 hodnoty co do \u010detnosti i z\u00e1va\u017enosti,\u201c upozor\u0148uje Jan \u010c\u00e1p, koordin\u00e1tor lokalit projektu Moje vize nula.<\/p>\n<p>P\u0159ejezd se nach\u00e1z\u00ed na t\u0159\u00edramenn\u00e9 k\u0159i\u017eovatce silnic II. a III. t\u0159\u00eddy. Za b\u011b\u017en\u00e9ho provozu je hlavn\u00ed trasou silnice II. t\u0159\u00eddy, ale kv\u016fli rekonstrukci mostu v \u010cesk\u00e9 L\u00edp\u011b a p\u0159esm\u011brov\u00e1n\u00ed dopravy na obj\u00edzdnou trasu do\u0161lo k do\u010dasn\u00e9 zm\u011bn\u011b \u2013 hlavn\u00ed je aktu\u00e1ln\u011b vedena ze severu na silnici III. t\u0159\u00eddy p\u0159es \u017eelezni\u010dn\u00ed p\u0159ejezd. Paradoxn\u011b pr\u00e1v\u011b tato \u00faprava v\u00fdrazn\u011b zv\u00fd\u0161ila bezpe\u010dnost.<\/p>\n<p>\u201eZ anal\u00fdzy vypl\u00fdv\u00e1, \u017ee jedn\u00edm z nejv\u011bt\u0161\u00edch rizik byl nedostatek prostoru mezi p\u0159ejezdem a k\u0159i\u017eovatkou. Dlouh\u00e1 vozidla p\u0159i d\u00e1v\u00e1n\u00ed p\u0159ednosti v j\u00edzd\u011b zasahovala zadn\u00ed \u010d\u00e1st\u00ed na koleje. Do\u010dasn\u00e1 zm\u011bna organizace k\u0159i\u017eovatky tento probl\u00e9m odstranila a v\u00fdrazn\u011b sn\u00ed\u017eila riziko koliz\u00ed,\u201c vysv\u011btluje projektov\u00fd mana\u017eer Platformy VIZE 0 Ond\u0159ej Rechner. Odborn\u00edci proto doporu\u010duj\u00ed sou\u010dasn\u00e9 dopravn\u00ed \u0159e\u0161en\u00ed zachovat i po skon\u010den\u00ed obj\u00ed\u017e\u010fky.<\/p>\n<p>Anal\u00fdza odhalila sedm dopravn\u011b-bezpe\u010dnostn\u00edch rizik. Mezi n\u011b pat\u0159\u00ed absence nebo \u0161patn\u00fd stav dopravn\u00edho zna\u010den\u00ed \u2013 nap\u0159\u00edklad chyb\u011bj\u00edc\u00ed v\u00fdstra\u017en\u00e1 zna\u010dka upozor\u0148uj\u00edc\u00ed na p\u0159ejezd bez z\u00e1vor \u010di \u0161patn\u011b viditeln\u00e9 zna\u010dky zakryt\u00e9 vegetac\u00ed. V\u00fdznamn\u00fdm probl\u00e9mem je tak\u00e9 zm\u00edn\u011bn\u00e1 vzd\u00e1lenost mezi p\u0159ejezdem a k\u0159i\u017eovatkou, kter\u00e1 je jen p\u0159ibli\u017en\u011b \u010dtrn\u00e1ct metr\u016f, a je tak v rozporu s \u010deskou technickou normou, kter\u00e1 specifikuje po\u017eadavky na \u017eelezni\u010dn\u00ed p\u0159ejezdy (\u010cSN 73 6380).<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-14954\" src=\"http:\/\/www.automakers.cz\/wp-content\/uploads\/2025\/07\/PV0-pomaha-s-prejezdem-v-Zakupech-1-900x675.jpg\" alt=\"\" width=\"991\" height=\"743\" srcset=\"https:\/\/www.automakers.cz\/wp-content\/uploads\/2025\/07\/PV0-pomaha-s-prejezdem-v-Zakupech-1-900x675.jpg 900w, https:\/\/www.automakers.cz\/wp-content\/uploads\/2025\/07\/PV0-pomaha-s-prejezdem-v-Zakupech-1-1024x768.jpg 1024w, https:\/\/www.automakers.cz\/wp-content\/uploads\/2025\/07\/PV0-pomaha-s-prejezdem-v-Zakupech-1-768x576.jpg 768w, https:\/\/www.automakers.cz\/wp-content\/uploads\/2025\/07\/PV0-pomaha-s-prejezdem-v-Zakupech-1-1536x1152.jpg 1536w, https:\/\/www.automakers.cz\/wp-content\/uploads\/2025\/07\/PV0-pomaha-s-prejezdem-v-Zakupech-1.jpg 2048w\" sizes=\"auto, (max-width: 991px) 100vw, 991px\" \/>\u201ePr\u00e1v\u011b tento rozm\u011br p\u0159edstavuje riziko zejm\u00e9na pro del\u0161\u00ed vozidla. V p\u016fvodn\u00edm dopravn\u00edm uspo\u0159\u00e1d\u00e1n\u00ed byla skoro v\u0161echna vozidla del\u0161\u00ed ne\u017e \u010dtrn\u00e1ct metr\u016f p\u0159i zastaven\u00ed na k\u0159i\u017eovatce \u010d\u00e1ste\u010dn\u011b na p\u0159ejezdu, co\u017e zvy\u0161ovalo riziko kolize s proj\u00ed\u017ed\u011bj\u00edc\u00edm vlakem,\u201c \u0159\u00edk\u00e1 Karel Koci\u00e1n z \u010cVUT a p\u0159edkl\u00e1d\u00e1 dal\u0161\u00ed body z anal\u00fdzy: \u201eJe tu i riziko osln\u011bn\u00ed \u0159idi\u010d\u016f, co\u017e m\u016f\u017ee v\u00e9st k p\u0159ehl\u00e9dnut\u00ed signalizace p\u0159ejezdu, a na p\u0159et\u00ed\u017een\u00ed \u0159idi\u010dovy pozornosti v d\u016fsledku slo\u017eit\u00e9 dopravn\u00ed situace v k\u0159i\u017eovatce. Podle zji\u0161t\u011bn\u00ed z m\u00edstn\u00edho \u0161et\u0159en\u00ed trv\u00e1 dojezd vlaku po spu\u0161t\u011bn\u00ed v\u00fdstra\u017en\u00e9 signalizace pouh\u00fdch t\u0159icet dev\u011bt vte\u0159in, co\u017e v\u00fdrazn\u011b zkracuje \u010das na reakci v krizov\u00e9 situaci.\u201c<\/p>\n<p>Anal\u00fdza navrhuje t\u0159i hlavn\u00ed opat\u0159en\u00ed ke zv\u00fd\u0161en\u00ed bezpe\u010dnosti. V kr\u00e1tkodob\u00e9m horizontu doporu\u010duje opravit a doplnit svisl\u00e9 dopravn\u00ed zna\u010den\u00ed a z\u00e1rove\u0148 upravit vodorovn\u00e9 zna\u010den\u00ed tak, aby bylo pro \u0159idi\u010de jasn\u00e9, kde plat\u00ed p\u0159ednost v j\u00edzd\u011b. D\u016fle\u017eit\u00e1 je tak\u00e9 \u00fadr\u017eba zelen\u011b, kter\u00e1 nesm\u00ed zakr\u00fdvat dopravn\u00ed zna\u010dky.<\/p>\n<p>\u201eKrajsk\u00e1 spr\u00e1va a \u00fadr\u017eba silnic Libereck\u00e9ho kraje tato opat\u0159en\u00ed, kter\u00e1 anal\u00fdza ozna\u010duje jako kr\u00e1tkodob\u00e1, nezanedbala. B\u011bhem t\u0159\u00ed m\u011bs\u00edc\u016f obnovila dopravn\u00ed zna\u010den\u00ed a zajistila \u00fadr\u017ebu zelen\u011b. \u0160lo o jednoduch\u00e9 a rychle realizovateln\u00e9 kroky, kter\u00e9 zv\u00fd\u0161\u00ed bezpe\u010dnost t\u00e9m\u011b\u0159 okam\u017eit\u011b,\u201c \u0159\u00edk\u00e1 Jan Jel\u00ednek z S\u00daS LK.<\/p>\n<p>Ve st\u0159edn\u011bdob\u00e9m horizontu doporu\u010duje zm\u011bnu organizace v k\u0159i\u017eovatce, tedy trval\u00e9 zachov\u00e1n\u00ed sou\u010dasn\u00e9 do\u010dasn\u00e9 zm\u011bny veden\u00ed hlavn\u00ed silnice p\u0159es \u017eelezni\u010dn\u00ed p\u0159ejezd. A nejvzd\u00e1len\u011bj\u0161\u00edm c\u00edlem je zaveden\u00ed sv\u011bteln\u00e9 signalizace v k\u0159i\u017eovatce, kter\u00e1 by m\u011bla b\u00fdt koordinovan\u00e1 se zabezpe\u010dovac\u00edm za\u0159\u00edzen\u00edm p\u0159ejezdu. Toto propojen\u00ed zajist\u00ed, \u017ee sv\u011bteln\u00e1 signalizace v p\u0159\u00edpad\u011b bl\u00ed\u017e\u00edc\u00edho se vlaku p\u0159ejde do re\u017eimu, kter\u00fd zv\u00fd\u0161\u00ed bezpe\u010dnost v\u0161ech \u00fa\u010dastn\u00edk\u016f silni\u010dn\u00edho provozu.<\/p>\n<p>Odborn\u00e1 anal\u00fdza, kterou zadala Platforma VIZE 0 a financovala ji z prost\u0159edk\u016f FZ\u0160 prost\u0159ednictv\u00edm projektu Moje vize nula, v\u00fdrazn\u011b p\u0159isp\u011bla k nastartov\u00e1n\u00ed \u0159e\u0161en\u00ed nebezpe\u010dn\u00e9 k\u0159i\u017eovatky u \u017eelezni\u010dn\u00edho p\u0159ejezdu v Z\u00e1kupech. Tento dokument je z\u00e1rove\u0148 sou\u010d\u00e1st\u00ed \u0161ir\u0161\u00edho konceptu, kter\u00fd podporuje mimo\u0148sk\u00e1 radnice. Jeho c\u00edlem je omezit n\u00e1kladn\u00ed dopravu z Mimon\u011b sm\u011brem na Doksy a Jablonn\u00e9 v Podje\u0161t\u011bd\u00ed, kde sou\u010dasn\u00e1 trasa silnic trp\u00ed nadm\u011brn\u00fdm zat\u00ed\u017een\u00edm.<\/p>\n<p>Platforma VIZE 0 p\u016fsob\u00ed po cel\u00e9 \u010cesk\u00e9 republice. Aktu\u00e1ln\u011b p\u0159ipravuje anal\u00fdzu ve vesnici H\u00e1je u Karlov\u00fdch Var\u016f. V sou\u010dasn\u00e9 dob\u011b pracuje tak\u00e9 na projektu v obci R\u00e1by v Pardubick\u00e9m kraji.
