M\u00e1 to p\u0159\u00edm\u00fd vliv na bezpe\u010dnost provozu, plynulost dopravy i \u017eivot \u0159idi\u010d\u016f, kte\u0159\u00ed \u010dasto nenajdou m\u00edsto, kde by se mohli naj\u00edst a osprchovat. Nov\u00e9 kapacity sice postupn\u011b vznikaj\u00ed, p\u0159esto jich podle odborn\u00edk\u016f st\u00e1le chyb\u00ed asi 1300.<\/strong><!--more--><\/p>\n<p>V \u010cesku je pod\u00e9l d\u00e1lnic v sou\u010dasnosti v\u00edce ne\u017e t\u0159i tis\u00edce parkovac\u00edch m\u00edst pro kamiony. K ve\u010deru u\u017e b\u00fdvaj\u00ed beznad\u011bjn\u011b obsazen\u00e1 a \u0159idi\u010di musej\u00ed improvizovat a parkovat i na m\u00edstech, kter\u00e1 k tomu nejsou vhodn\u00e1.<\/p>\n<p>\u201eNa\u0161i \u0159idi\u010di s t\u00edm bojuj\u00ed ka\u017ed\u00fd den. Kdy\u017e pot\u0159ebuj\u00ed zastavit na povinnou pauzu, \u010dasto u\u017e prost\u011b nemaj\u00ed kde. Pak nezb\u00fdv\u00e1 ne\u017e st\u00e1t v odstavn\u00e9m pruhu nebo na okraji silnice, co\u017e nen\u00ed bezpe\u010dn\u00e9 ani pohodln\u00e9,\u201c popisuje<strong> Ond\u0159ej St\u00f6hr, jednatel spole\u010dnosti CONTI-RSC, nejv\u011bt\u0161\u00edho silo-cisternov\u00e9ho dopravce v \u010cesku.<\/strong><\/p>\n<p>Dod\u00e1v\u00e1, \u017ee situace p\u0159in\u00e1\u0161\u00ed i ekonomick\u00e9 ztr\u00e1ty. \u0158idi\u010di n\u011bkdy musej\u00ed sj\u00ed\u017ed\u011bt z d\u00e1lnice a hledat provizorn\u00ed parkovac\u00ed m\u00edsta, co\u017e stoj\u00ed \u010das i pen\u00edze. Pokud nav\u00edc kv\u016fli nedostatku parkovi\u0161\u0165 \u0159idi\u010d p\u0159ekro\u010d\u00ed maxim\u00e1ln\u00ed povolenou dobu j\u00edzdy, by\u0165 jen o p\u00e1r minut, hroz\u00ed mu i jeho zam\u011bstnavateli vysok\u00e9 pokuty.<\/p>\n<p><strong>Pomal\u00fd r\u016fst kapacit<\/strong><\/p>\n<p>\u0158editelstv\u00ed silnic a d\u00e1lnic (\u0158SD) p\u0159izn\u00e1v\u00e1, \u017ee odstavn\u00fdch ploch je nedostatek. \u201eJak nar\u016fst\u00e1 kamionov\u00e1 doprava, je m\u00edst na odpo\u010d\u00edvk\u00e1ch m\u00e1lo. Stav\u00edme proto nov\u00e1 odpo\u010d\u00edvadla a roz\u0161i\u0159ujeme ta st\u00e1vaj\u00edc\u00ed. Jen\u017ee jsme kl\u00ed\u010dovou st\u0159edoevropskou k\u0159i\u017eovatkou, tranzitn\u00ed zem\u00ed z jihu na sever i z v\u00fdchodu na z\u00e1pad, a \u0159idi\u010di si b\u011b\u017en\u011b pl\u00e1nuj\u00ed p\u0159est\u00e1vky tak, aby vych\u00e1zely pr\u00e1v\u011b u n\u00e1s,\u201c uvedl <strong>mluv\u010d\u00ed \u0158SD Jan R\u00fddl<\/strong>. Dle studie \u0158SD aktu\u00e1ln\u011b chyb\u00ed p\u0159es 1300 parkovac\u00edch m\u00edst.<\/p>\n<p>Podle Martina Felixe ze sdru\u017een\u00ed \u010desk\u00fdch dopravc\u016f \u010cESMAD BOHEMIA se situace v posledn\u00edch letech m\u00edrn\u011b zlep\u0161ila. Letos se o\u010dek\u00e1v\u00e1 n\u00e1r\u016fst o 302 nov\u00fdch m\u00edst, co\u017e je rychlej\u0161\u00ed tempo ne\u017e v minulosti. P\u0159esto to objemu kamionov\u00e9 dopravy, kter\u00e1 p\u0159es \u010cesko proud\u00ed, zdaleka nesta\u010d\u00ed. \u201eChyb\u00ed n\u00e1m jeden a\u017e dva tis\u00edce st\u00e1n\u00ed. I kdyby tempo v\u00fdstavby vydr\u017eelo, je to pr\u00e1ce minim\u00e1ln\u011b na sedm let, a to je\u0161t\u011b v p\u0159\u00edpad\u011b, \u017ee doprava d\u00e1l nenaroste,\u201c upozor\u0148uje Martin Felix.<\/p>\n<p><strong>Nar\u00e1\u017e\u00ed se na odpor obc\u00ed i ekolog\u016f<\/strong><\/p>\n<p>Hlavn\u00edm probl\u00e9mem p\u0159i p\u0159\u00edprav\u011b nov\u00fdch odpo\u010d\u00edvek nen\u00ed ani tolik financov\u00e1n\u00ed, jako sp\u00ed\u0161e legislativn\u00ed a povolovac\u00ed procesy. \u201eVe v\u00edce ne\u017e devades\u00e1ti procentech p\u0159\u00edpad\u016f se stavby odpo\u010d\u00edvek setk\u00e1vaj\u00ed se z\u00e1sadn\u00edm odporem bl\u00edzk\u00fdch obc\u00ed. Necht\u011bj\u00ed, aby odpo\u010d\u00edvadla byla v jejich katastru. Pl\u00e1ny staveb nov\u00fdch odpo\u010d\u00edvek kritizuj\u00ed tak\u00e9 ekologi\u010dt\u00ed aktivist\u00e9,\u201c sd\u011blil R\u00fddl. To v\u00fdrazn\u011b prodlu\u017euje proces povolov\u00e1n\u00ed staveb a oddaluje \u0159e\u0161en\u00ed akutn\u00edho probl\u00e9mu.<\/p>\n<p><strong>Nedostatek nejen v \u010cesku<\/strong><\/p>\n<p>Podobn\u00e9 pot\u00ed\u017ee \u0159e\u0161\u00ed i dal\u0161\u00ed evropsk\u00e9 st\u00e1ty. Podle zpr\u00e1vy mezin\u00e1rodn\u00ed organizace dopravc\u016f IRU1 chyb\u00ed v cel\u00e9 Evropsk\u00e9 unii na sto tis\u00edc parkovac\u00edch m\u00edst pro kamiony. Jen asi deset procent sou\u010dasn\u00fdch odpo\u010d\u00edvadel nav\u00edc spl\u0148uje vy\u0161\u0161\u00ed standardy bezpe\u010dnosti a vybavenosti \u2013 nap\u0159\u00edklad samostatn\u00e9 toalety pro mu\u017ee a \u017eeny, sprchy, hl\u00eddan\u00e9 parkovi\u0161t\u011b nebo mo\u017enost ob\u010derstven\u00ed.<\/p>\n<p>\u201eNaj\u00edt u n\u00e1s ve\u010der po sedm\u00e9 hodin\u011b voln\u00e9 a bezpe\u010dn\u00e9 m\u00edsto je skoro nemo\u017en\u00e9. O zabezpe\u010den\u00ed nebo o mo\u017enosti d\u00e1t si norm\u00e1ln\u00ed j\u00eddlo ani nemluv\u00edm, to je sp\u00ed\u0161 v\u00fdjimka,\u201c \u0159\u00edk\u00e1 Ond\u0159ej St\u00f6hr. Inspirac\u00ed podle n\u011bj m\u016f\u017ee b\u00fdt N\u011bmecko, kter\u00e9 disponuje hust\u0161\u00ed s\u00edt\u00ed odpo\u010d\u00edvek a nab\u00edz\u00ed vy\u0161\u0161\u00ed standard slu\u017eeb. Ani tam ale situace nen\u00ed ide\u00e1ln\u00ed \u2013 popt\u00e1vka po st\u00e1n\u00edch pro n\u00e1kladn\u00ed dopravu roste rychleji ne\u017e jejich nab\u00eddka.<\/p>\n<p><strong>Riziko pro bezpe\u010dnost i ekonomiku<\/strong><\/p>\n<p>Kdy\u017e kamiony stoj\u00ed v odstavn\u00fdch pruz\u00edch, na \u010derpac\u00edch stanic\u00edch, nebo dokonce u d\u00e1lni\u010dn\u00edch sjezd\u016f, vznikaj\u00ed nejen dopravn\u00ed komplikace, ale p\u0159edev\u0161\u00edm bezpe\u010dnostn\u00ed rizika. Nedostatek hl\u00eddan\u00fdch parkovi\u0161\u0165 nav\u00edc zvy\u0161uje i pravd\u011bpodobnost kr\u00e1de\u017e\u00ed zbo\u017e\u00ed \u010di pohonn\u00fdch hmot, co\u017e je podle zpr\u00e1vy IRU probl\u00e9m cel\u00e9 Evropy.<\/p>\n<p><strong>V\u00fdhled do budoucna<\/strong><\/p>\n<p>Vysok\u00e1 dopravn\u00ed z\u00e1t\u011b\u017e, legislativn\u00ed pr\u016ftahy a odpor obc\u00ed znamenaj\u00ed, \u017ee \u010desk\u00e9 d\u00e1lnice budou je\u0161t\u011b \u0159adu let \u010delit kritick\u00e9mu nedostatku odpo\u010d\u00edvadel. \u0158SD sice slibuje, \u017ee kapacity budou postupn\u011b p\u0159ib\u00fdvat, re\u00e1ln\u00fd dopad v\u0161ak \u0159idi\u010di poc\u00edt\u00ed a\u017e v horizontu n\u011bkolika let. V p\u0159\u00ed\u0161t\u00edm roce m\u00e1 na d\u00e1lnici D5 u hranic s N\u011bmeckem vzniknout nejv\u011bt\u0161\u00ed odpo\u010d\u00edvka v \u010cesku s modern\u00edm vybaven\u00edm, kter\u00e1 m\u00e1 pojmout a\u017e 509 kamion\u016f, \u010d\u00edm\u017e se zdvojn\u00e1sob\u00ed dosavadn\u00ed kapacita lokality.<\/p>\n<p>\u201eJe t\u0159eba f\u00e9rov\u011b uznat, \u017ee \u0158SD svou aktivitu zvy\u0161uje, ale kv\u016fli na\u0161\u00ed legislativ\u011b a odporu obc\u00ed to nem\u00e1 snadn\u00e9.
