{"id":18570,"date":"2025-12-17T09:59:05","date_gmt":"2025-12-17T09:59:05","guid":{"rendered":"https:\/\/www.automakers.cz\/?p=18570"},"modified":"2025-12-17T09:59:05","modified_gmt":"2025-12-17T09:59:05","slug":"autosap-kritizuje-balicek-opatreni-eu-na-podporu-autoprumyslu","status":"publish","type":"post","link":"https:\/\/www.automakers.cz\/?p=18570","title":{"rendered":"AutoSAP kritizuje bal\u00ed\u010dek opat\u0159en\u00ed EU na podporu autopr\u016fmyslu"},"content":{"rendered":"<p><strong>Jakkoli Sdru\u017een\u00ed automobilov\u00e9ho pr\u016fmyslu v\u00edt\u00e1, \u017ee Evropsk\u00e1 komise kone\u010dn\u011b p\u0159ich\u00e1z\u00ed se sl\u00edben\u00fdm bal\u00ed\u010dkem opat\u0159en\u00ed na zm\u00edrn\u011bn\u00ed dopad\u016f p\u0159\u00edli\u0161 ambici\u00f3zn\u011b nastaven\u00fdch c\u00edl\u016f pro automotive, navrhovan\u00e1 opat\u0159en\u00ed nep\u0159in\u00e1\u0161ej\u00ed jednozna\u010dn\u00e9 \u0159e\u0161en\u00ed, a naopak vytv\u00e1\u0159ej\u00ed novou \u00farove\u0148 nejistoty a administrativn\u00ed z\u00e1t\u011b\u017ee pro sektor.<\/strong><!--more--><\/p>\n<p><strong>CO\u2082 standardy pro osobn\u00ed a lehk\u00e1 u\u017eitkov\u00e1 vozidla: rok 2030 a 2035<\/strong><br \/>\nZ pohledu pln\u011bn\u00ed aktu\u00e1ln\u011b nastaven\u00fdch flotilov\u00fdch c\u00edl\u016f pro rok 2030, kdy m\u00e1 doj\u00edt k dal\u0161\u00edmu dramatick\u00e9mu zp\u0159\u00edsn\u011bn\u00ed, n\u00e1vrh bohu\u017eel nep\u0159in\u00e1\u0161\u00ed pot\u0159ebnou racionalizaci c\u00edl\u016f a sou\u010dasn\u011b opom\u00edj\u00ed \u0159adu flexibilit, kter\u00e9 tato legislativa historicky pou\u017e\u00edvala.<\/p>\n<p>Defacto jedin\u00fdm zm\u00edr\u0148uj\u00edc\u00edm prvkem je mo\u017enost pr\u016fm\u011brov\u00e1n\u00ed pln\u011bn\u00ed c\u00edl\u016f za obdob\u00ed 2030\u20132032. To je v\u0161ak z hlediska odhadovan\u00e9ho v\u00fdvoje trhu, infrastruktury a popt\u00e1vky zcela nedostate\u010dn\u00e9. Analytiky odhadovan\u00e1 popt\u00e1vka po elektromobilech v roce 2030 na \u00farovni zhruba 38 % z\u016fst\u00e1v\u00e1 daleko za regulatorn\u00edm po\u017eadavkem cca 55 % pod\u00edlu elektromobil\u016f na prodej\u00edch. Hroz\u00ed, \u017ee budeme sv\u011bdky situace z leto\u0161n\u00edho roku, kdy regulace po\u017eadovala, aby z\u00e1kazn\u00edci kupovali 25 % elektromobil\u016f, av\u0161ak skute\u010dn\u00fd z\u00e1jem trhu byl na \u00farovni 16 %. Pro automobilky to tak nad\u00e1le znamen\u00e1 vysok\u00e9 sankce a pro z\u00e1kazn\u00edka v\u00fdrazn\u00e9 omezen\u00ed nab\u00eddky vozidel.<\/p>\n<p><strong>AutoSAP dlouhodob\u011b upozor\u0148uje,<\/strong> \u017ee v p\u0159\u00edpad\u011b zpr\u016fm\u011brov\u00e1n\u00ed ka\u017edoro\u010dn\u00edch c\u00edl\u016f do v\u00edce let, je na m\u00edst\u011b pracovat s \u0161ir\u0161\u00edm \u010dasov\u00fdm oknem, tzn. alespo\u0148 2028\u20132032. Navr\u017een\u00e9 t\u0159\u00edlet\u00e9 zpr\u016fm\u011brov\u00e1n\u00ed v praxi znamen\u00e1, \u017ee evropsk\u00fd trh by musel v ka\u017ed\u00e9m z let 2030\u20132032 absorbovat defacto stejn\u00fd pod\u00edl 54\u201358 % bateriov\u00fdch elektromobil\u016f nebo hned v roce 2031 za\u010d\u00edt c\u00edle v\u00fdznamn\u011b p\u0159epl\u0148ovat tak, aby se o\u010dek\u00e1van\u00fd n\u00edzk\u00fd v\u00fdsledek 2030 vyv\u00e1\u017eil. Jako dal\u0161\u00ed opat\u0159en\u00ed Komise navrhuje d\u00edl\u010d\u00ed podporu mal\u00fdch bateriov\u00fdch elektromobil\u016f prost\u0159ednictv\u00edm tzv. superkredit\u016f. I kdy\u017e pomineme, \u017ee tato kategorie vozidel p\u0159edstavuje jen zhruba 15 % celkov\u00fdch prodej\u016f vozidel v EU, p\u0159\u00ednos takov\u00e9ho opat\u0159en\u00ed v\u0161ak bude mo\u017en\u00e9 posoudit a\u017e po detailn\u00ed anal\u00fdze \u2013 zejm\u00e9na s ohledem na skute\u010dnost, \u017ee by se m\u011bly vztahovat pouze na vozidla ozna\u010den\u00e1 jako \u201evyroben\u00e1 v EU\u201c. Obsah t\u00e9to definice nicm\u00e9n\u011b z\u016fst\u00e1v\u00e1 v tuto chv\u00edli nejasn\u00fd s t\u00edm, \u017ee jej Komise dopln\u00ed v n\u011bkter\u00e9m z dal\u0161\u00edch chystan\u00fdch n\u00e1vrh\u016f.<\/p>\n<p><strong>Pokud jde o c\u00edle pro rok 2035<\/strong>, AutoSAP v\u00edt\u00e1 m\u00edrn\u00fd posun sm\u011brem k technologick\u00e9 otev\u0159enosti a k dal\u0161\u00ed budoucnosti spalovac\u00edho motoru. Ten spo\u010d\u00edv\u00e1 ve sn\u00ed\u017een\u00ed c\u00edle ze 100 % na 90 %, p\u0159i\u010dem\u017e zb\u00fdvaj\u00edc\u00edch 10 % maj\u00ed v\u00fdrobci kompenzovat prost\u0159ednictv\u00edm kreditn\u00edho syst\u00e9mu zalo\u017een\u00e9ho na vyu\u017eit\u00ed CO\u2082 neutr\u00e1ln\u00edch paliv a zelen\u00e9 oceli.<\/p>\n<p>Navrhovan\u00fd mechanismus je v\u0161ak mimo\u0159\u00e1dn\u011b slo\u017eit\u00fd, administrativn\u011b n\u00e1ro\u010dn\u00fd a op\u011bt podm\u00edn\u011bn\u00fd krit\u00e9riem \u201evyrobeno v EU\u201c, co\u017e vyvol\u00e1v\u00e1 v\u00e1\u017en\u00e9 pochybnosti o jeho praktick\u00e9 pou\u017eitelnosti a skute\u010dn\u00e9m p\u0159\u00ednosu.<\/p>\n<p>\u201eV\u00fdsledn\u00fd n\u00e1vrh je sp\u00ed\u0161e promarn\u011bnou p\u0159\u00edle\u017eitost\u00ed ne\u017e skute\u010dnou reakc\u00ed na re\u00e1ln\u00e9 preference z\u00e1kazn\u00edk\u016f a zhor\u0161uj\u00edc\u00ed se geopolitick\u00e9 prost\u0159ed\u00ed. P\u016fvodn\u00ed ambice EU byly nastaveny pro sv\u011bt levn\u00e9 energie, hladk\u00fdch dodavatelsk\u00fdch \u0159et\u011bzc\u016f a rychle rostouc\u00ed d\u016fv\u011bry v elektromobilitu \u2013 takov\u00fd sv\u011bt u\u017e dnes neexistuje. U\u017e nyn\u00ed vid\u00edme jasn\u00fd rozpor mezi zhruba 16% pod\u00edlem elektromobil\u016f na trhu a regulatorn\u00edmi o\u010dek\u00e1v\u00e1n\u00edmi, kter\u00e1 maj\u00ed v roce 2030 skokov\u011b vzr\u016fst. Tento rozpor se bez re\u00e1ln\u00fdch flexibilit dramaticky prohloub\u00ed a povede k sankc\u00edm pro v\u00fdrobce.
