Na novinku upozornil n\u00e1\u0161 \u010dasopis poslanec EP Ond\u0159ej Kova\u0159\u00edk.<br \/>\n<\/strong><!--more--><\/p>\n<p>Jedn\u00e1 se o roz\u0161\u00ed\u0159en\u00ed bal\u00ed\u010dku &#8222;Fit for 55&#8220; navr\u017een\u00e9ho v roce 2021, jeho\u017e c\u00edlem je, aby unijn\u00ed legislativa byla v souladu s nov\u00fdmi evropsk\u00fdmi klimatick\u00fdmi c\u00edli pro roky 2030, 2040 a 2050. Podle kritik\u016f n\u00e1vrhu ale mohou zm\u011bny v\u00e9st k destabilizaci evropsk\u00e9ho automobilov\u00e9ho pr\u016fmyslu.<\/p>\n<p>Doprava je jedin\u00fdm odv\u011btv\u00edm, jeho\u017e emise v\u00a0r\u00e1mci Evropsk\u00e9 unie st\u00e1le rostou, p\u0159i\u010dem\u017e t\u011b\u017ek\u00e1 vozidla v sou\u010dasn\u00e9 dob\u011b p\u0159edstavuj\u00ed p\u0159ibli\u017en\u011b 6 % v\u0161ech jejich emis\u00ed. Aktualizovan\u00e9 normy maj\u00ed podpo\u0159it dosa\u017een\u00ed n\u00e1rodn\u00edch klimatick\u00fdch c\u00edl\u016f \u010dlensk\u00fdch st\u00e1t\u016f v souladu s na\u0159\u00edzen\u00edm o rozd\u011blen\u00ed \u00fasil\u00ed. Maj\u00ed tak\u00e9 p\u0159isp\u00edvat k lep\u0161\u00ed kvalit\u011b vzduchu a ak\u010dn\u00edmu pl\u00e1nu EU pro nulov\u00e9 zne\u010di\u0161t\u011bn\u00ed.<\/p>\n<p><strong>Do na\u0159\u00edzen\u00ed nov\u011b zavedeny i autobusy<\/strong><\/p>\n<p>Prvn\u00ed kl\u00ed\u010dov\u00fd bod se t\u00fdk\u00e1 v\u00fdzvy, kterou p\u0159edstavuj\u00ed navrhovan\u00e1 opat\u0159en\u00ed pro v\u00fdrobce t\u011b\u017ek\u00fdch vozidel. Ambici\u00f3zn\u00ed c\u00edle sni\u017eov\u00e1n\u00ed emis\u00ed o 45 % do roku 2030, 65 % do roku 2035, a dokonce 90 % do roku 2040 kladou v\u00fdrazn\u00fd tlak na inovace a finan\u010dn\u00ed investice v tomto odv\u011btv\u00ed. V\u00fdrobci budou nuceni revidovat sv\u00e9 st\u00e1vaj\u00edc\u00ed modely a vyv\u00edjet nov\u00e9 technologie, co\u017e povede ke zna\u010dn\u00fdm n\u00e1klad\u016fm a finan\u010dn\u00edm rizik\u016fm. To m\u016f\u017ee negativn\u011b ovlivnit konkurenceschopnost evropsk\u00e9ho pr\u016fmyslu, zejm\u00e9na ve srovn\u00e1n\u00ed s ostatn\u00edmi trhy.<\/p>\n<p>Dal\u0161\u00edm d\u016fle\u017eit\u00fdm aspektem je ot\u00e1zka nab\u00edjec\u00ed infrastruktury. Rychl\u00fd p\u0159echod na vozidla s nulov\u00fdmi emisemi vy\u017eaduje rozs\u00e1hl\u00e9 investice. Omezen\u00e1 kapacita elektrick\u00e9ho rozvodn\u00e9ho syst\u00e9mu a infrastruktury pro dob\u00edjen\u00ed p\u0159edstavuje v\u00fdzvu p\u0159i roz\u0161i\u0159ov\u00e1n\u00ed flotil elektroautobus\u016f na masovou \u00farove\u0148 v tak kr\u00e1tk\u00e9m \u010dasov\u00e9m horizontu. Tyto n\u00e1klady budou velmi v\u00fdznamn\u00e9 a mohou zat\u00ed\u017eit st\u00e1tn\u00ed i m\u00edstn\u00ed rozpo\u010dty, co\u017e by nejv\u00edce poc\u00edtili da\u0148ov\u00ed poplatn\u00edci.<\/p>\n<p>\u201e<em>Percentu\u00e1ln\u00ed navy\u0161ov\u00e1n\u00ed c\u00edl\u016f je obrovskou p\u0159ek\u00e1\u017ekou jak pro v\u00fdrobce t\u011b\u017ek\u00fdch vozidel, tak v\u00a0kone\u010dn\u00e9m d\u016fsledku i nap\u0159\u00edklad pro cestuj\u00edc\u00ed m\u011bstskou hromadnou nebo mezim\u011bstskou dopravou, kte\u0159\u00ed si budou muset s\u00e1hnout hloub\u011bji do pen\u011b\u017eenky<\/em>,\u201c vysv\u011btluje <strong>Ond\u0159ej Kova\u0159\u00edk<\/strong>, \u010dlen V\u00fdboru pro dopravu a cestovn\u00edho ruch a p\u0159ibli\u017euje dal\u0161\u00ed z\u00e1sadn\u00ed probl\u00e9m, kter\u00fd na\u0159\u00edzen\u00ed m\u011bn\u00ed:<\/p>\n<p><em>\u201eDo na\u0159\u00edzen\u00ed byl nov\u011b vlo\u017een samostatn\u00fd c\u00edl, aby do roku 2030 v\u0161echny nov\u00e9 m\u011bstsk\u00e9 autobusy byly bez emis\u00ed, co\u017e je z na\u0161eho pohledu naprosto nere\u00e1ln\u00e9<\/em>.\u201c<\/p>\n<p><strong>Autobusov\u00e1 doprava nen\u00ed na tak razantn\u00ed zm\u011bny p\u0159ipravena<\/strong><\/p>\n<p>Kova\u0159\u00edk argumentuje t\u00edm, \u017ee sice v m\u011bstsk\u00e9 doprav\u011b ji\u017e existuj\u00ed bezemisn\u00ed modely, ale jejich roz\u0161\u00ed\u0159en\u00ed do roku 2030 je nemo\u017en\u00e9 kv\u016fli omezen\u00e9 kapacit\u011b s\u00edt\u011b a nedostatku zdroj\u016f pro dob\u00edjen\u00ed. Dopravci ve ve\u0159ejn\u00e9 doprav\u011b nav\u00edc maj\u00ed dlouhodob\u00e9 smlouvy s jasn\u00fdm modelov\u00e1n\u00edm cen a nav\u00fd\u0161en\u00ed ceny kv\u016fli po\u017eadavk\u016fm na bezemisn\u00ed vozidla nen\u00ed uznateln\u00e9.<\/p>\n<p>\u201e<em>Dal\u0161\u00edm probl\u00e9mem je, \u017ee v\u00edce ne\u017e devades\u00e1t procent bezemisn\u00edch m\u011bstsk\u00fdch vozidel je financov\u00e1no dota\u010dn\u00edmi tituly IROP a ITI, kter\u00e9 nespadaj\u00ed do obdob\u00ed do roku 2030. Nov\u00e9 \u017e\u00e1dosti o dotace budou mo\u017en\u00e9 a\u017e po roce 2029, s realizac\u00ed v obdob\u00ed 2030\u20132036. Apelujeme sice na udr\u017eitelnost, ale m\u011bst\u016fm paradoxn\u011b komplikujeme rozvoj hromadn\u00e9 dopravy. V\u00fdsledkem bude, \u017ee ve\u0159ejn\u00e1 doprava ve m\u011bstech bu\u010f v\u00fdrazn\u011b zdra\u017e\u00ed, nebo nebude jezdit v\u016fbec. \u0158ada m\u011bst si takov\u00e9 n\u00e1klady prost\u011b nebude moci dovolit,<\/em>\u201c dopl\u0148uje Kova\u0159\u00edk.<\/p>\n<p><strong>Chyb\u00ed d\u016fraz na technologickou neutralitu<\/strong><\/p>\n<p>U hlasovan\u00e9ho na\u0159\u00edzen\u00ed se podle kritik\u016f opakuj\u00ed stejn\u00e9 chyby, kter\u00e9 se objevily ji\u017e p\u0159i p\u0159ijet\u00ed Eura 7. \u201e<em>N\u00e1vrh v\u016fbec nerespektuje technologickou neutralitu, omezuje nebo pom\u00edj\u00ed dostupn\u00e1 \u0159e\u0161en\u00ed. V\u00a0dal\u0161\u00ed f\u00e1zi je nutn\u00e9 podpo\u0159it n\u00e1vrhy na za\u010dlen\u011bn\u00ed alternativn\u00edch, CO<sub>2<\/sub> neutr\u00e1ln\u00edch paliv. A\u0165 u\u017e jsou syntetick\u00e9ho nebo biologick\u00e9ho p\u016fvodu. Bez nich re\u00e1ln\u011b hroz\u00ed, \u017ee silni\u010dn\u00ed p\u0159eprava v jak\u00e9koliv podob\u011b p\u0159estane b\u00fdt dostupnou. Kamion na baterky dnes skute\u010dn\u011b daleko nedojede<\/em>,\u201c popisuje Kova\u0159\u00edk.<\/p>\n<p>Podle \u010dlena frakce Renew je uzn\u00e1v\u00e1n\u00ed v\u0161ech udr\u017eiteln\u00fdch zdroj\u016f a zachov\u00e1n\u00ed technologick\u00e9 neutrality kl\u00ed\u010dov\u00e9. \u201e<em>Cesta k udr\u017eitelnosti vy\u017eaduje rovnov\u00e1hu mezi ambici\u00f3zn\u00edmi c\u00edli a praktickou implementac\u00ed. Navrhujeme zm\u011bny pro zaveden\u00ed metodologie pro hodnocen\u00ed CO<sub>2<\/sub> emis\u00ed nov\u011b registrovan\u00fdch vozidel, v\u010detn\u011b korek\u010dn\u00edch faktor\u016f uhl\u00edku. Tyto zm\u011bny p\u0159inesou v\u00fdhody nejen spot\u0159ebitel\u016fm, ale i mal\u00fdm a st\u0159edn\u00edm podnik\u016fm v\u010detn\u011b pr\u016fmyslu p\u0159i p\u0159echodu na \u010dist\u0161\u00ed t\u011b\u017ek\u00e1 vozidla.
