N\u00e1vrh okomentovalo \u010desk\u00e9 Sdru\u017een\u00ed automobilov\u00e9ho pr\u016fmyslu (AutoSAP).<\/strong><!--more--><\/p>\n<p>Sdru\u017een\u00ed dlouhodob\u011b podporuje spravedliv\u00fd a otev\u0159en\u00fd obchod zalo\u017een\u00fd na rovn\u00fdch podm\u00ednk\u00e1ch, nicm\u00e9n\u011b zav\u00e1d\u011bn\u00ed<br \/>\ncel vn\u00edm\u00e1me jako rizikov\u00e9. Dodate\u010dn\u00e1 cla podle z\u00e1stupc\u016f \u010desk\u00e9ho autopr\u016fmyslu z\u00e1kladn\u00ed probl\u00e9my \u010d\u00ednsk\u00e9 konkurence ne\u0159e\u0161\u00ed a m\u016f\u017eou se uk\u00e1zat naopak jako kontraproduktivn\u00ed.<\/p>\n<p>Sdru\u017een\u00ed automobilov\u00e9ho pr\u016fmyslu (AutoSAP) vzalo na v\u011bdom\u00ed rozhodnut\u00ed Evropsk\u00e9 komise (EK) uvalit na z\u00e1klad\u011b prvn\u00edch zji\u0161t\u011bn\u00ed antisubven\u010dn\u00edho \u0161et\u0159en\u00ed cla na dovoz elektromobil\u016f vyroben\u00fdch v \u010c\u00edn\u011b, a to ve v\u00fd\u0161i dodate\u010dn\u00fdch 17,4 a\u017e 38,1 procent (tzn. nad r\u00e1mec st\u00e1vaj\u00edc\u00edch 10). Tento krok zd\u016fvodnila EK t\u00edm, \u017ee zaru\u010den\u00ed rovn\u00fdch podm\u00ednek pro v\u0161echny je z\u00e1kladem pro udr\u017een\u00ed glob\u00e1ln\u00ed konkurenceschopnosti.<\/p>\n<p>Sdru\u017een\u00ed automobilov\u00e9ho pr\u016fmyslu ji\u017e p\u0159ed vyd\u00e1n\u00edm rozhodnut\u00ed vyj\u00e1d\u0159ilo obavy z mo\u017en\u00fdch negativn\u00edch dopad\u016f. \u201eBylo to naopak pr\u00e1v\u011b odstran\u011bn\u00ed obchodn\u00edch bari\u00e9r, co vedlo v posledn\u00edch desetilet\u00edch k roz\u0161\u00ed\u0159en\u00ed mezin\u00e1rodn\u00edho obchodu a r\u016fstu prosperity \u2013 zejm\u00e9na pokud se jedn\u00e1 o sektor automotive, kter\u00fd je zalo\u017een na siln\u00e9m exportu,\u201c upozor\u0148uje Zden\u011bk Petzl, v\u00fdkonn\u00fd \u0159editel AutoSAPu.<\/p>\n<p><strong>Celn\u00ed v\u00e1lku odstartovaly USA<\/strong><\/p>\n<p>Evropa uvalen\u00edm prozat\u00edmn\u00edch cel n\u00e1sledovala Spojen\u00e9 st\u00e1ty, kter\u00e9 k takov\u00e9mu kroku p\u0159istoupily letos na ja\u0159e. Z\u00e1stupci AutoSAPu jsou toho n\u00e1zoru, \u017ee ve vztahu k ob\u011bma kontinent\u016fm za\u010dne \u010c\u00edna uplat\u0148ovat odvetn\u00e1 opat\u0159en\u00ed a dojde k dal\u0161\u00ed eskalaci u\u017e tak napjat\u00fdch obchodn\u00edch vztah\u016f. Pro Evropu p\u0159itom \u010d\u00ednsk\u00fd trh p\u0159edstavuje t\u0159et\u00ed nejv\u011bt\u0161\u00ed exportn\u00ed destinaci, a i situace Evropy a jej\u00edch dodavatelsko-v\u00fdrobn\u00edch \u0159et\u011bzc\u016f je odli\u0161n\u00e1 ne\u017e ta, ve kter\u00e9 se nach\u00e1z\u00ed USA. Hledisko, kter\u00e9 nem\u016f\u017ee b\u00fdt opom\u00edjeno, souvis\u00ed s dovozem surovin a komponent\u016f z \u010c\u00edny. V\u00edc ne\u017e 90 procent kl\u00ed\u010dov\u00fdch materi\u00e1l\u016f pro v\u00fdrobu elektrick\u00fdch vozidel i samotn\u00e9 baterie dov\u00e1\u017e\u00ed evropsk\u00e9 automobilky z \u010c\u00edny. Zv\u00fd\u0161en\u00ed cen t\u011bchto import\u016f nebo dokonce jejich blokace by bylo pro dom\u00e1c\u00ed v\u00fdrobce velk\u00fdm probl\u00e9mem z hlediska pln\u011bn\u00ed ambici\u00f3zn\u00edch pl\u00e1n\u016f EU sni\u017eovat CO2. Evropa toti\u017e zat\u00edm nem\u00e1 spolehliv\u00fd pl\u00e1n, jak b\u00fdt sob\u011bsta\u010dn\u00e1 ve v\u0161ech t\u011b\u017een\u00fdch surovin\u00e1ch a komponentech pot\u0159ebn\u00fdch k v\u00fdrob\u011b elektromobil\u016f, p\u0159\u00edpadn\u011b jak si je zajistit jinde. \u0158ada firem v \u010c\u00edn\u011b tak\u00e9 vyr\u00e1b\u00ed a do Evropy exportuje. P\u0159\u00edpadn\u00e1 cla by se tedy vztahovala i na tyto spole\u010dnosti.<\/p>\n<p>Zaveden\u00ed nov\u00fdch celn\u00edch opat\u0159en\u00ed \u010d\u00edn\u0161t\u00ed v\u00fdrobci ur\u010dit\u011b poc\u00edt\u00ed a jejich expanzi to m\u016f\u017ee zpomalit, nicm\u00e9n\u011b neo\u010dek\u00e1v\u00e1me, \u017ee by to m\u011blo vliv na dota\u010dn\u00ed politiku v \u010c\u00edn\u011b. Firmy, kter\u00e9 v sou\u010dasnosti v \u010c\u00edn\u011b vyr\u00e1b\u011bj\u00ed elektromobily pro Evropu, se zcela jist\u011b dok\u00e1\u017eou p\u0159izp\u016fsobit a pokra\u010dovat v pr\u016fniku na trh, a\u0165 u\u017e prost\u0159ednictv\u00edm lok\u00e1ln\u00edch investic, spoluprac\u00ed s m\u00edstn\u00edmi partnery nebo p\u0159esunem v\u00fdroby do jin\u00fdch zem\u00ed.<\/p>\n<p><strong>Petzl: je nutn\u00fd syst\u00e9mov\u00fd p\u0159\u00edstup<\/strong><\/p>\n<p>\u201eM\u00e1me za to, \u017ee samotn\u00e1 antisubven\u010dn\u00ed opat\u0159en\u00ed, jako jsou dodate\u010dn\u00e1 cla, probl\u00e9my, kter\u00fdm automobilov\u00fd pr\u016fmysl \u010del\u00ed, nevy\u0159e\u0161\u00ed. Pot\u0159ebujeme naopak syst\u00e9mov\u00fd p\u0159\u00edstup, kter\u00fd podpo\u0159\u00ed siln\u00e9 str\u00e1nky evropsk\u00e9ho pr\u016fmyslu, kter\u00e9 zv\u00fd\u0161\u00ed jeho konkurenceschopnost a otev\u0159ou nov\u00e9 trhy,\u201c uv\u00e1d\u00ed za \u010desk\u00fd sektor automotive Zden\u011bk Petzl. Podle n\u011bho by m\u011bla EK p\u0159ij\u00edt s pr\u016fmyslovou strategi\u00ed pro EU a ve spolupr\u00e1ci s jednotliv\u00fdmi \u010dlensk\u00fdmi st\u00e1ty celkov\u011b zlep\u0161ovat podnikatelsk\u00e9 prost\u0159ed\u00ed s d\u016frazem na podporu inovac\u00ed v automobilov\u00e9m pr\u016fmyslu. Sou\u010dasn\u011b s t\u00edm se mus\u00ed hledat cesty, jak zv\u00fd\u0161it sob\u011bsta\u010dnost kontinentu v dod\u00e1vk\u00e1ch kritick\u00fdch surovin a komponent\u016f.
