Z\u00e1sadn\u00ed vliv maj\u00ed rostouc\u00ed ceny stavebn\u00edch materi\u00e1l\u016f, ale i p\u0159\u00edsn\u00e9 energetick\u00e9 standardy pro nov\u00e9 budovy. Faktory, kter\u00e9 h\u00fdbou s trhem nemovitost\u00ed, p\u0159ibli\u017euje Ing. V\u00fdznamn\u00e1 je cena staven\u00edch materi\u00e1l\u016f, kter\u00e9 tvo\u0159\u00ed v\u00a0pr\u016fm\u011bru 40\u201360 % z\u00a0celkov\u00e9 \u010d\u00e1stky za stavbu.<\/p>\n<p>V\u00fdrazn\u00e9 naru\u0161en\u00ed dodavatelsk\u00fdch \u0159et\u011bzc\u016f po cel\u00e9m sv\u011bt\u011b nastalo ji\u017e b\u011bhem pandemie COVID-19. Zav\u00edr\u00e1n\u00ed tov\u00e1ren, omezen\u00ed dopravy a zv\u00fd\u0161en\u00e1 popt\u00e1vka po stavebn\u00edch materi\u00e1lech v n\u011bkter\u00fdch regionech vedly k\u00a0jejich nedostatku a r\u016fstu cen. V\u00fdrobci stavebn\u00edch materi\u00e1l\u016f nebyli schopni rychle p\u0159izp\u016fsobit svou produkci nov\u00fdm podm\u00ednk\u00e1m. To n\u00e1sledn\u011b vedlo k prodlou\u017een\u00ed dodac\u00edch lh\u016ft a zv\u00fd\u0161en\u00ed n\u00e1klad\u016f. Cena z\u00e1kladn\u00edch surovin, jako je d\u0159evo, ocel, m\u011b\u010f a beton tak dle anal\u00fdzy spole\u010dnosti \u00daRS CZ v\u00fdrazn\u011b vzrostla. Probl\u00e9my nezaznamenaly jen stavebn\u00ed materi\u00e1ly, ale i jejich doprava a logistika. Dopad na stavebn\u00ed projekty maj\u00ed tedy i zv\u00fd\u0161en\u00e9 n\u00e1klady na dopravu.<\/p>\n<p>Tak\u00e9 geopolitick\u00e9 ud\u00e1losti, jako jsou obchodn\u00ed v\u00e1lky, sankce a konflikty, maj\u00ed p\u0159\u00edm\u00fd dopad na ceny stavebn\u00edch materi\u00e1l\u016f. Nap\u0159\u00edklad sankce proti n\u011bkter\u00fdm zem\u00edm, kter\u00e9 jsou v\u00fdznamn\u00fdmi producenty stavebn\u00edch surovin, mohou v\u00e9st k\u00a0jejich nedostatku na trhu a n\u00e1sledn\u00e9mu r\u016fstu cen.<\/p>\n<p><strong><b>Zlom v\u00a0roce 2021<\/b><\/strong><\/p>\n<p>Dle spole\u010dnosti \u00daRS CZ, kter\u00e1 sleduje m\u011bs\u00ed\u010dn\u00ed v\u00fdvoj cen stavebn\u00edch materi\u00e1l\u016f, byly ceny t\u011bchto materi\u00e1l\u016f a\u017e do roku 2021 pom\u011brn\u011b stabiln\u00ed. Projevily se pouze\u00a0ro\u010dn\u00ed zm\u011bny v\u00a0\u0159\u00e1du n\u011bkolika procent. Od roku 2021 v\u0161ak do\u0161lo k\u00a0v\u00fdrazn\u00fdm v\u00fdkyv\u016fm. N\u011bkter\u00e9 materi\u00e1ly zdra\u017eily dokonce o des\u00edtky procent b\u011bhem jedin\u00e9ho m\u011bs\u00edce. Po po\u010d\u00e1te\u010dn\u00edm prudk\u00e9m r\u016fstu se ceny za\u010daly stabilizovat, st\u00e1le ale vykazuj\u00ed v\u00fdrazn\u00e9 kol\u00eds\u00e1n\u00ed. Jak na tento fakt ve skute\u010dnosti reaguj\u00ed develope\u0159i a\u00a0stavebn\u00ed firmy? Jsou nuceni tyto zv\u00fd\u0161en\u00e9 n\u00e1klady p\u0159en\u00e1\u0161et na kupuj\u00edc\u00ed. To vede ke zvy\u0161ov\u00e1n\u00ed cen nov\u00fdch dom\u016f a byt\u016f. Vlastn\u00ed bydlen\u00ed si tak m\u016f\u017ee dovolit \u010d\u00edm d\u00e1l m\u00e9n\u011b lid\u00ed a st\u00e1v\u00e1 se pro mnoh\u00e9 luxusem. I p\u0159es pokles v\u00fd\u0161e \u00farokov\u00fdch m\u011br st\u00e1le hroz\u00ed zpomalen\u00ed trhu s\u00a0nemovitostmi.<\/p>\n<p>Rostouc\u00ed ceny materi\u00e1l\u016f ovliv\u0148uj\u00ed tak\u00e9 trh s\u00a0renovacemi a\u00a0rekonstrukcemi. Vysok\u00e9 n\u00e1klady na renovaci mohou odrazovat majitele nemovitost\u00ed od investic do zlep\u0161en\u00ed sv\u00fdch dom\u016f, co\u017e m\u016f\u017ee m\u00edt negativn\u00ed dopad na celkovou kvalitu bytov\u00e9ho fondu.<\/p>\n<p><strong><b>Komplikace pro zhotovitele: existuje \u0159e\u0161en\u00ed?<\/b><\/strong><\/p>\n<p>Probl\u00e9my tato situace zp\u016fsobuje v ur\u010dit\u00e9 m\u00ed\u0159e i investor\u016fm, p\u0159edev\u0161\u00edm pak dodavatel\u016fm staveb p\u0159i jejich realizaci. \u0158e\u0161en\u00edm situace m\u016f\u017ee b\u00fdt dodate\u010dn\u00e1 dohoda mezi zhotovitelem a investorem, kter\u00e1 by se t\u00fdkala pokryt\u00ed vznikl\u00fdch v\u00edcen\u00e1klad\u016f.<\/p>\n<p>V\u00a0extr\u00e9mn\u00edch p\u0159\u00edpadech mohou vysok\u00e9 n\u00e1klady na v\u00fdstavbu \u00fapln\u011b odradit investory a developery od zah\u00e1jen\u00ed nov\u00fdch projekt\u016f. Tato skute\u010dnost pak prohloub\u00ed omezenou nab\u00eddku nov\u00fdch nemovitost\u00ed na trhu a kv\u016fli p\u0159evy\u0161uj\u00edc\u00ed popt\u00e1vce se m\u016f\u017ee zv\u00fd\u0161it cena st\u00e1vaj\u00edc\u00edch nemovitost\u00ed.<\/p>\n<p><strong><b>Bydlen\u00ed je nedostatek<\/b><\/strong><\/p>\n<p>Dal\u0161\u00edm kl\u00ed\u010dov\u00fdm faktorem je nedostatek dostupn\u00e9ho bydlen\u00ed. Ve velk\u00fdch m\u011bstech a jejich okol\u00ed je popt\u00e1vka po nemovitostech vysok\u00e1, zat\u00edmco nab\u00eddka z\u016fst\u00e1v\u00e1 omezen\u00e1. K\u00a0nedostatku p\u0159ip\u00edvaj\u00ed regulace a stavebn\u00ed normy, kter\u00e9 \u010dasto prodlu\u017euj\u00ed proces schvalov\u00e1n\u00ed a zvy\u0161uj\u00ed n\u00e1klady na v\u00fdstavbu.<\/p>\n<p><strong><b>Soci\u00e1ln\u00ed d\u016fsledky<\/b><\/strong><\/p>\n<p>Vysok\u00e9 ceny bydlen\u00ed maj\u00ed z\u00e1va\u017en\u00e9 soci\u00e1ln\u00ed d\u016fsledky. Pro mnoho rodin se vlastn\u00ed bydlen\u00ed st\u00e1v\u00e1 nedostupn\u00fdm snem. N\u011bkte\u0159\u00ed tak mohou up\u0159ednost\u0148ovat n\u00e1jemn\u00ed bydlen\u00ed p\u0159ed koup\u00ed, co\u017e m\u016f\u017ee zv\u00fd\u0161it popt\u00e1vku po n\u00e1jemn\u00edch bytech a ovlivnit ceny n\u00e1jm\u016f. Dal\u0161\u00edm obvykl\u00fdm jevem je odliv obyvatel z\u00a0velk\u00fdch m\u011bst do vzd\u00e1len\u011bj\u0161\u00edch oblast\u00ed. Pak je pot\u0159eba zv\u00e1\u017eit i mo\u017en\u00fd negativn\u00ed dopad na pracovn\u00ed doj\u00ed\u017ed\u011bn\u00ed a kvalitu \u017eivota.<\/p>\n<p><strong><b>Sn\u00ed\u017een\u00ed DPH u stavebn\u00edch prac\u00ed<\/b><\/strong><\/p>\n<p>Od za\u010d\u00e1tku roku 2024 byly v r\u00e1mci konsolida\u010dn\u00edho bal\u00ed\u010dku upraveny n\u011bkter\u00e9 sazby DPH. U\u00a0stavebn\u00edch prac\u00ed se sn\u00ed\u017eila DPH z 15 % na 12 %, zat\u00edmco da\u0148 na stavebn\u00ed materi\u00e1ly z\u016fstala na 21 %. Sn\u00ed\u017een\u00ed DPH u stavebn\u00edch prac\u00ed ale pravd\u011bpodobn\u011b nebude m\u00edt velk\u00fd vliv na v\u00fdslednou cenu novostaveb a nezv\u00fd\u0161\u00ed se ani z\u00e1jem kupuj\u00edc\u00edch.<\/p>\n<p><strong><b>Technologick\u00e9 inovace ve stavebnictv\u00ed <\/b><\/strong><\/p>\n<p>Nov\u00e9 technologie, jako jsou inteligentn\u00ed dom\u00e1cnosti, energeticky \u00fasporn\u00e9 materi\u00e1ly a modern\u00ed stavebn\u00ed postupy, zvy\u0161uj\u00ed kvalitu staveb. S\u00a0n\u00e1r\u016fstem kvality je v\u0161ak spojen\u00fd i celkov\u00fd r\u016fst hodnoty nemovit\u00fdch v\u011bc\u00ed. Inteligentn\u00ed syst\u00e9my \u0159\u00edzen\u00ed energie, sol\u00e1rn\u00ed panely a tepeln\u00e1 \u010derpadla zvy\u0161uj\u00ed energetickou efektivitu budov. To sice vede k ni\u017e\u0161\u00edm provozn\u00edm n\u00e1klad\u016fm a atraktivn\u011bj\u0161\u00ed nab\u00eddce pro kupuj\u00edc\u00ed, ale je z\u0159ejm\u00e9, \u017ee tyto technologie zvy\u0161uj\u00ed n\u00e1klady na v\u00fdstavbu. Kupuj\u00edc\u00ed to tak poc\u00edt\u00ed pr\u00e1v\u011b u po\u0159izovac\u00ed ceny.<\/p>\n<p><strong><b>Klimatick\u00e1 neutralita<\/b><\/strong><\/p>\n<p>Evropsk\u00e1 unie a dal\u0161\u00ed st\u00e1ty stanovily ambici\u00f3zn\u00ed c\u00edle pro sn\u00ed\u017een\u00ed emis\u00ed sklen\u00edkov\u00fdch plyn\u016f, kter\u00e9 zahrnuj\u00ed zv\u00fd\u0161en\u00ed energetick\u00e9 \u00fa\u010dinnosti budov. Regulace, jako je sm\u011brnice o energetick\u00e9 n\u00e1ro\u010dnosti budov (EPBD), vy\u017eaduj\u00ed, aby nov\u00e9 budovy spl\u0148ovaly p\u0159\u00edsn\u00e9 energetick\u00e9 standardy. Rekonstrukce star\u0161\u00edch budov za \u00fa\u010delem dosa\u017een\u00ed t\u011bchto standard\u016f p\u0159in\u00e1\u0161\u00ed vlastn\u00edk\u016fm vysok\u00e9 n\u00e1klady, stejn\u011b tak jako pou\u017eit\u00ed inovativn\u00edch technologi\u00ed u novostaveb.<\/p>\n<p><strong><b>Role ve\u0159ejn\u00e9ho sektoru <\/b><\/strong><\/p>\n<p>I ve\u0159ejn\u00fd sektor m\u016f\u017ee hr\u00e1t kl\u00ed\u010dovou roli v \u0159e\u0161en\u00ed probl\u00e9m\u016f s drah\u00fdm bydlen\u00edm. Vl\u00e1dn\u00ed programy na podporu dostupn\u00e9ho bydlen\u00ed, zejm\u00e9na dotace a da\u0148ov\u00e9 \u00falevy, mohou pomoci developer\u016fm sn\u00ed\u017eit n\u00e1klady a motivovat je k v\u00fdstavb\u011b cenov\u011b dostupn\u00fdch byt\u016f. Zjednodu\u0161en\u00ed stavebn\u00edch p\u0159edpis\u016f a\u00a0zkr\u00e1cen\u00ed schvalovac\u00edch proces\u016f by tak\u00e9 vedlo k rychlej\u0161\u00edmu a levn\u011bj\u0161\u00edmu rozvoji bydlen\u00ed, v\u00a0sou\u010dasn\u00e9 dob\u011b se ale tak ned\u011bje.<\/p>\n<p>Rostouc\u00ed ceny stavebn\u00edch materi\u00e1l\u016f, inovativn\u00ed technologie, klimatick\u00e1 neutralita a omezen\u00e1 dostupnost bydlen\u00ed p\u0159edstavuj\u00ed z\u00e1sadn\u00ed v\u00fdzvy pro trh s nemovitostmi. Tyto faktory vedou k tomu, \u017ee si st\u00e1le m\u00e9n\u011b lid\u00ed m\u016f\u017ee dovolit vlastn\u00ed bydlen\u00ed. Je t\u00edm negativn\u011b ovlivn\u011bn trh novostaveb, ale i renovac\u00ed. I p\u0159es sn\u00ed\u017een\u00ed DPH na stavebn\u00ed pr\u00e1ce z\u016fst\u00e1vaj\u00ed kone\u010dn\u00e9 ceny vysok\u00e9 a z\u00e1jem kupuj\u00edc\u00edch se nezvy\u0161uje. Pro \u0159e\u0161en\u00ed t\u011bchto probl\u00e9m\u016f je nezbytn\u00e1 aktivn\u00ed role ve\u0159ejn\u00e9ho sektoru.
