Vlivem zprovozn\u011bn\u00ed t\u011bchto staveb dojde k n\u00e1r\u016fstu dopravn\u00edch v\u00fdkon\u016f o\u00a0931\u00a0tis\u00edc vozokilometr\u016f za den, cca 2\/3\u00a0dopravy na \u00fasec\u00edch 518 a 519 maj\u00ed b\u00fdt indukovan\u00e9 a \u010d\u00e1st cestuj\u00edc\u00edch p\u0159esedne z\u00a0MHD do aut. Dopravn\u00ed model k\u00a0D0\u00a0518 a 519 sice vykazuje m\u00edrn\u00fd pokles dopravy na n\u011bkolika komunikac\u00edch, av\u0161ak v\u00a0dot\u010den\u00fdch lokalit\u00e1ch a na n\u011bkolika vnitrom\u011bstsk\u00fdch komunikac\u00edch doch\u00e1z\u00ed k v\u00fdznamn\u00e9mu n\u00e1r\u016fstu dopravn\u00ed z\u00e1t\u011b\u017ee.<\/p>\n<p>V\u00a0d\u016fsledku dopravn\u00ed indukce dojde \u010dasem k\u00a0n\u00e1r\u016fstu IAD i\u00a0na \u201eodleh\u010den\u00fdch\u201c komunikac\u00edch.\u00a0<a href=\"http:\/\/www.vtpi.org\/gentraf.pdf\">Jev dopravn\u00ed indukce<\/a>\u00a0potvrzuj\u00ed i\u00a0<a href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S0967070X96000303\">odborn\u00e9 studie<\/a>\u00a0a\u00a0zku\u0161enosti z\u00a0praxe. Nab\u00eddka nov\u00e9 silni\u010dn\u00ed kapacity umo\u017en\u00ed podnikat \u010dast\u011bj\u0161\u00ed, del\u0161\u00ed a\u00a0zbytn\u00e9 cesty autem, znev\u00fdhodn\u00ed alternativn\u00ed (ekologick\u00e9) druhy dopravy a\u00a0prohloub\u00ed probl\u00e9m rozt\u0159\u00ed\u0161t\u011bn\u00e9 z\u00e1stavby v\u00a0satelitech za Prahou z\u00e1visl\u00fdch na IAD.<\/p>\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-12775\" src=\"https:\/\/rozumnadoprava.cz\/wp-content\/uploads\/2023\/11\/dopravni_indukce-644x391.png\" sizes=\"auto, (max-width: 644px) 100vw, 644px\" srcset=\"https:\/\/rozumnadoprava.cz\/wp-content\/uploads\/2023\/11\/dopravni_indukce-644x391.png 644w, https:\/\/rozumnadoprava.cz\/wp-content\/uploads\/2023\/11\/dopravni_indukce-300x182.png 300w, https:\/\/rozumnadoprava.cz\/wp-content\/uploads\/2023\/11\/dopravni_indukce-600x364.png 600w, https:\/\/rozumnadoprava.cz\/wp-content\/uploads\/2023\/11\/dopravni_indukce.png 764w\" alt=\"\" width=\"644\" height=\"391\" \/><\/figure>\n<\/div>\n<p>Je zapot\u0159eb\u00ed zd\u016fraznit, \u017ee pod\u00edl mimopra\u017esk\u00e9ho tranzitu na \u00fazem\u00ed hlavn\u00edho m\u011bsta je zanedbateln\u00fd, nebo\u0165 Praha je p\u0159edev\u0161\u00edm c\u00edlovou destinac\u00ed. Lid\u00e9 sem denn\u011b doj\u00ed\u017ed\u00ed za\u00a0prac\u00ed, za \u0161kolou, l\u00e9ka\u0159i, n\u00e1kupy apod. Dle ro\u010denky\u00a0<a href=\"https:\/\/www.tsk-praha.cz\/static\/udi-rocenka-2016-cz.pdf#page=10\">TSK z\u00a0roku 2016<\/a>\u00a0\u010dinil pod\u00edl tranzitn\u00edch cest autem na celkov\u00e9m objemu cest v\u00a0Praze cca\u00a05\u00a0%.\u00a0<a href=\"https:\/\/www.tsk-praha.cz\/static\/udi-rocenka-2021-cz.pdf#page=21\">Sch\u00e9ma tranzitn\u00ed n\u00e1kladn\u00ed dopravy<\/a>\u00a0od TSK z\u00a0roku 2021 rovn\u011b\u017e potvrzuje, \u017ee n\u00e1kladn\u00ed tranzit na severoz\u00e1pad\u011b je minim\u00e1ln\u00ed.<\/p>\n<p>Je naprosto evidentn\u00ed, \u017ee \u0161estiproud\u00e1 d\u00e1lnice pouh\u00fdch 6\u00a0km od centra s\u00a0n\u011bkolika sjezdy bude p\u0159ev\u00e1\u017en\u011b slou\u017eit jako p\u0159\u00edjezdov\u00e1 komunikace do hlavn\u00edho m\u011bsta a\u00a0v\u00fdrazn\u011b usnadn\u00ed doj\u00ed\u017e\u010fku autem. To povede k\u00a0dal\u0161\u00edmu zat\u00ed\u017een\u00ed navazuj\u00edc\u00edch komunikac\u00ed a zv\u00fd\u0161en\u00e9mu z\u00e1boru ploch pro parkov\u00e1n\u00ed ve m\u011bst\u011b.<\/p>\n<p id=\"2\" class=\"has-pale-cyan-blue-background-color has-background has-medium-font-size\"><strong>Region\u00e1ln\u00ed varianta je SKUTE\u010cN\u011a v\u00fdhodn\u011bj\u0161\u00ed<\/strong><\/p>\n<p class=\"has-white-background-color has-text-color has-background\"><em><strong>Zast\u00e1nci pr\u016ftahu Prahou nepravdiv\u011b tvrd\u00ed, \u017ee region\u00e1ln\u00ed varianta nen\u00ed v\u00fdhodn\u011bj\u0161\u00ed.<\/strong><\/em><\/p>\n<p>V\u00a0letech 2014\u20132015 si Ministerstvo dopravy nechalo zpracovat studii tzv. Region\u00e1ln\u00ed varianty. V\u00a0roce 2020 si objednaly dot\u010den\u00e9 m\u011bstsk\u00e9 \u010d\u00e1sti a obce\u00a0<a href=\"https:\/\/www.dchabry.cz\/sokp-regionalni-varianta-aktualizace-2020\" data-type=\"link\" data-id=\"https:\/\/www.dchabry.cz\/sokp-regionalni-varianta-aktualizace-2020\">jej\u00ed aktualizaci<\/a>, kter\u00e1 zohled\u0148uje \u00fazemn\u00ed pl\u00e1ny v\u00a0trase z\u00e1m\u011bru. Na rozd\u00edl od d\u00e1lnice skrz Prahu dle Z\u00e1sad \u00fazemn\u00edho rozvoje (d\u00e1le pr\u016ftah) m\u00e1 Region\u00e1ln\u00ed varianta (d\u00e1le obchvat) mnoho v\u00fdhod:<\/p>\n<ul>\n<li>Skute\u010dn\u011b odv\u00e1d\u00ed tranzitn\u00ed n\u00e1kladn\u00ed dopravu z\u00a0\u00fazem\u00ed hlavn\u00edho m\u011bsta Prahy, ale i\u00a0z\u00a0obc\u00ed St\u0159edo\u010desk\u00e9ho kraje, zat\u00edmco pr\u016ftah zav\u00e1d\u00ed kamiony do m\u011bstsk\u00fdch \u010d\u00e1st\u00ed, kde se o\u010dek\u00e1v\u00e1 nejvy\u0161\u0161\u00ed n\u00e1r\u016fst obyvatel.<\/li>\n<li>Je v\u00a0souladu s\u00a0TEN-T (m\u00edjen\u00ed s\u00eddeln\u00edch \u00fatvar\u016f), zat\u00edmco pr\u016ftah je v\u00a0rozporu (vede reziden\u010dn\u00edmi, rekrea\u010dn\u00edmi a p\u0159\u00edrodn\u00edmi lokalitami na severu Prahy).<\/li>\n<li>Zlep\u0161uje dopravn\u00ed obslu\u017enost metropolitn\u00edho regionu propojen\u00edm st\u0159edo\u010desk\u00fdch m\u011bst a\u00a0obc\u00ed, zat\u00edmco pr\u016ftah vytv\u00e1\u0159\u00ed \u00fazk\u00e9 a nebezpe\u010dn\u00e9 hrdlo ve velmi citliv\u00e9m \u00fazem\u00ed pouh\u00fdch 6\u00a0km od centra.<\/li>\n<li>Dot\u00fdk\u00e1 se mnohem men\u0161\u00edho po\u010dtu obyvatel, kte\u0159\u00ed by byly vystaveni v\u00fdrazn\u011b m\u00edrn\u011bj\u0161\u00ed z\u00e1t\u011b\u017ei, zat\u00edmco pr\u016ftah ohro\u017euje na zdrav\u00ed cca \u010dty\u0159n\u00e1sobek obyvatel v\u00a0hust\u011b obydlen\u00fdch oblastech.<\/li>\n<li>Zasahuje jen okrajov\u011b do jedn\u00e9 p\u0159\u00edrodn\u00ed lokality (Doln\u00ed Povltav\u00ed), zat\u00edmco pr\u016ftah k\u0159\u00ed\u017e\u00ed n\u011bkolik p\u0159\u00edrodn\u00edch pam\u00e1tek, park\u016f a EVL Natura 2000.<\/li>\n<li>D\u00edky jednodu\u0161\u0161\u00edmu technick\u00e9mu \u0159e\u0161en\u00ed (m\u00e9n\u011b um\u011bl\u00fdch staveb) je obchvat v\u00fdrazn\u011b levn\u011bj\u0161\u00ed ne\u017e pr\u016ftah. Nav\u00edc nahrazuje n\u011bkolik \u00fasek\u016f pl\u00e1novan\u00e9ho aglomera\u010dn\u00edho okruhu v\u010detn\u011b p\u0159elo\u017eek silnic a\u00a0obchvat\u016f obc\u00ed a nevyvol\u00e1v\u00e1 pot\u0159ebu zkapacitn\u011bn\u00ed d\u00e1lnic u\u00a0Prahy. Celkov\u00e1 \u00faspora investi\u010dn\u00edch n\u00e1klad\u016f bude \u010dinit v\u00edce ne\u017e 30\u00a0miliard\u00a0K\u010d. Rovn\u011b\u017e provozn\u00ed n\u00e1klady obchvatu budou v\u00fdrazn\u011b ni\u017e\u0161\u00ed (m\u00e9n\u011b tunel\u016f) a formou v\u00fdkonov\u00e9ho zpoplatn\u011bn\u00ed se vygeneruj\u00ed prost\u0159edky k\u00a0jejich umo\u0159en\u00ed.<\/li>\n<li>Vyhovuje l\u00e9pe bezpe\u010dnostn\u00edm po\u017eadavk\u016fm ozbrojen\u00fdch sil, nebo\u0165 proch\u00e1z\u00ed \u00fazem\u00edm s\u00a0v\u00fdrazn\u011b ni\u017e\u0161\u00ed hustotou obyvatel, d\u00e1l od m\u011bsta a zahrnuje m\u00e9n\u011b um\u011bl\u00fdch staveb (tunel\u016f, most\u016f). Pr\u016ftah je z\u00a0vojensk\u00e9ho hlediska nep\u0159ijateln\u00fd.<\/li>\n<li>Obchvat na rozd\u00edl od pr\u016ftahu nezab\u00edr\u00e1 cenn\u00e9 pozemky a nevytv\u00e1\u0159\u00ed um\u011bl\u00e9 bari\u00e9ry v\u00a0intravil\u00e1nu m\u011bsta.<\/li>\n<\/ul>\n<p>Ji\u017e v\u00edce ne\u017e 20 let zast\u00e1nci pr\u016ftahu argumentuj\u00ed jeho rychlej\u0161\u00ed dostavbou, p\u0159itom severn\u00ed \u010d\u00e1st dosud nem\u00e1 ani stanovisko EIA. Pokud by byla politick\u00e1 v\u016fle se dohodnout se St\u0159edo\u010desk\u00fdm krajem a obcemi na vhodn\u00e9 podob\u011b region\u00e1ln\u00ed varianty a kompenza\u010dn\u00edch opat\u0159en\u00edch, bylo by mo\u017en\u00e9 ji realizovat b\u011bhem p\u0159\u00ed\u0161t\u00edch 10\u201315\u00a0let. Rychlej\u0161\u00ed realizaci alternativn\u00ed varianty pom\u016f\u017ee i\u00a0aktu\u00e1ln\u011b schv\u00e1len\u00e1 novela liniov\u00e9ho z\u00e1kona, kter\u00e1 mj. zkracuje maxim\u00e1ln\u00ed lh\u016ftu pro v\u0161echna spr\u00e1vn\u00ed \u0159\u00edzen\u00ed na 4\u00a0roky. Mezit\u00edm lze zlep\u0161it dopravn\u00ed situaci v\u00a0Praze investicemi do ve\u0159ejn\u00e9 hromadn\u00e9 dopravy, infrastruktury pro cyklisty a chodce v\u00a0kombinaci s\u00a0vhodnou regulac\u00ed IAD (nap\u0159. m\u00fdto, vy\u0161\u0161\u00ed poplatky za n\u00e1v\u0161t\u011bvnick\u00e9 parkov\u00e1n\u00ed atd.). Kl\u00ed\u010dov\u00fd je tak\u00e9 udr\u017eiteln\u00fd \u00fazemn\u00ed rozvoj zam\u011b\u0159en\u00fd na budov\u00e1n\u00ed m\u011bsta kr\u00e1tk\u00fdch vzd\u00e1lenost\u00ed a omezov\u00e1n\u00ed ne\u017e\u00e1douc\u00ed suburbanizace.<\/p>\n<p id=\"3\" class=\"has-pale-cyan-blue-background-color has-background has-medium-font-size\"><strong>Okruh m\u00e1 slou\u017eit p\u0159edev\u0161\u00edm pro tranzit a\u00a0region\u00e1ln\u00ed dopravu<\/strong><\/p>\n<p class=\"has-white-background-color has-text-color has-background\"><strong><em>Zast\u00e1nci pr\u016ftahu Prahou tvrd\u00ed, \u017ee d\u00e1lni\u010dn\u00ed okruh m\u00e1 slou\u017eit hlavn\u011b pro p\u0159\u00edm\u011bstskou a\u00a0vnitrom\u011bstskou dopravu. To je v\u0161ak v\u00a0rozporu se z\u00e1konem o\u00a0pozemn\u00edch komunikac\u00edch, evropskou legislativou TEN\u2011T a\u00a0s\u00a0po\u017eadavky na\u00a0udr\u017eitelnou m\u011bstskou mobilitu.<\/em><\/strong><\/p>\n<p>Podle z\u00e1kona o pozemn\u00edch komunikac\u00edch \u010d.\u00a013\/1997 Sb., \u00a7\u00a04 odst.\u00a01: \u201eD\u00e1lnice je pozemn\u00ed komunikace ur\u010den\u00e1 pro rychlou d\u00e1lkovou a mezist\u00e1tn\u00ed dopravu silni\u010dn\u00edmi motorov\u00fdmi vozidly, kter\u00e1 je budov\u00e1na bez \u00farov\u0148ov\u00fdch k\u0159\u00ed\u017een\u00ed, s\u00a0odd\u011blen\u00fdmi m\u00edsty napojen\u00ed pro vjezd a\u00a0v\u00fdjezd, a\u00a0kter\u00e1 m\u00e1 sm\u011brov\u011b odd\u011blen\u00e9 j\u00edzdn\u00ed p\u00e1sy.\u201c D0 by m\u011bl \u0159e\u0161it tranzitn\u00ed \/ d\u00e1lkov\u00e9 dopravn\u00ed vztahy, nap\u0159. Hradec Kr\u00e1lov\u00e9 \u2013 Plze\u0148 nebo Berl\u00edn \u2013 V\u00edde\u0148, NIKOLIV Suchdol \u2013 Bohnice \u010di Podbaba \u2013 Kobylisy. D0 jako sou\u010d\u00e1st infrastruktury glob\u00e1ln\u00ed s\u00edt\u011b by m\u011bl plnit d\u016fle\u017eitou roli v\u00a0d\u00e1lkov\u00e9 n\u00e1kladn\u00ed a osobn\u00ed doprav\u011b (na\u0159\u00edzen\u00ed \u010d.\u00a01315\/2013, \u010dl.\u00a017). Pokud v\u0161ak na n\u011bj budou kladeny po\u017eadavky, aby z\u00e1rove\u0148 slou\u017eil pot\u0159eb\u00e1m m\u011bstsk\u00e9 dopravy, nebude fungovat tak, jak m\u00e1. Je zapot\u0159eb\u00ed zamezit m\u00edsen\u00ed m\u011bstsk\u00e9 a tranzitn\u00ed dopravy, zejm\u00e9na kamionov\u00e9 za \u00fa\u010delem zv\u00fd\u0161en\u00ed plynulosti a\u00a0bezpe\u010dnosti provozu.<\/p>\n<p>Transevropsk\u00e1 d\u00e1lnice svou polohou a parametry ne\u0159e\u0161\u00ed efektivn\u011b m\u011bstsk\u00e9 tangenci\u00e1ln\u00ed vazby. Je p\u0159ece nelogick\u00e9, aby lid\u00e9 z Bohnic \u010di Kobylis jezdili do Dejvic po d\u00e1lnici p\u0159es p\u0159\u00edrodn\u00ed park Draha\u0148-Troja. Propojen\u00ed Prahy\u00a06 a\u00a0Prahy\u00a08 je zapot\u0159eb\u00ed, ale bl\u00ed\u017e (ide\u00e1ln\u011b od ulice K\u00a0Pazderk\u00e1m v\u00a0Bohnic\u00edch) a\u00a0v\u00a0jin\u00e9 podob\u011b (nap\u0159. m\u011bstsk\u00fd most pro v\u0161echny druhy dopravy, kter\u00fd bude z\u00e1rove\u0148 sou\u010d\u00e1st\u00ed pl\u00e1novan\u00e9 tramvajov\u00e9 tangenty Podbaba \u2013 Bohnice \u2013 Kobylisy).<\/p>\n<p>D0 518 a 519 je v rozporu s evropskou legislativou TEN-T:<\/p>\n<ul>\n<li>Vede zastav\u011bn\u00fdm a zastaviteln\u00fdm \u00fazem\u00edm hlavn\u00edho m\u011bsta Prahy.<\/li>\n<li>Nechr\u00e1n\u00ed obyvatele Prahy p\u0159ed nep\u0159\u00edzniv\u00fdmi \u00fa\u010dinky tranzitn\u00ed silni\u010dn\u00ed dopravy (nesoulad s\u00a0\u010dl.\u00a030,\u00a0e) \u2013 nejedn\u00e1 se o obchvat, ale o pr\u016ftah m\u011bstem. Realizace dnes ji\u017e d\u00e1lni\u010dn\u00edho pr\u016ftahu by m\u011bla velmi negativn\u00ed dopady na des\u00edtky tis\u00edc obyvatel na severu Prahy.<\/li>\n<li>Nezajist\u00ed bezprobl\u00e9mov\u00e9 propojen\u00ed infrastruktury glob\u00e1ln\u00ed s\u00edt\u011b s\u00a0infrastrukturou pro region\u00e1ln\u00ed a m\u00edstn\u00ed dopravu (nesoulad s\u00a0\u010dl.\u00a030,\u00a0d), nebo\u0165 slu\u010duje v jedn\u00e9 velkokapacitn\u00ed komunikaci d\u00e1lkovou, region\u00e1ln\u00ed a\u00a0m\u00edstn\u00ed dopravu a zp\u016fsob\u00ed nebezpe\u010dn\u00e9 m\u00edsen\u00ed tranzitn\u00ed (zejm\u00e9na n\u00e1kladn\u00ed) dopravy s\u00a0dopravou m\u011bstskou. Typick\u00fdm p\u0159\u00edkladem jsou st\u00e1vaj\u00edc\u00ed \u00faseky Pra\u017esk\u00e9ho okruhu, kter\u00e9 vedou na \u00fazem\u00ed Prahy (D0 510 mezi \u010cern\u00fdm Mostem a B\u011bchovicemi a D0 515 Slivenec \u2013 D5), kde doch\u00e1z\u00ed k\u00a0\u010dast\u00fdm z\u00e1cp\u00e1m a nehod\u00e1m v\u010detn\u011b ohro\u017een\u00ed plynulosti provozu na dal\u0161\u00edch m\u011bstsk\u00fdch komunikac\u00edch.<\/li>\n<\/ul>\n<p>Um\u00edst\u011bn\u00ed d\u00e1lnice D0 s\u00a0n\u011bkolika sjezdy a p\u0159ivad\u011b\u010di uvnit\u0159 m\u011bsta nejen\u017ee nepom\u016f\u017ee pra\u017esk\u00e9 doprav\u011b, ale naopak ji zhor\u0161\u00ed: siln\u00fd efekt dopravn\u00ed indukce a v\u00a0del\u0161\u00edm \u010dasov\u00e9m horizontu rozvoj v\u00fdstavby z\u00e1visl\u00e9 na autech (zejm\u00e9na v\u00a0satelitech v\u00a0metropolitn\u00ed oblasti) povede k\u00a0dal\u0161\u00edmu n\u00e1r\u016fstu IAD, kolon a nehod. Z\u00e1rove\u0148 v\u00fdrazn\u011b sn\u00ed\u017e\u00ed konkurenceschopnost udr\u017eiteln\u00fdch druh\u016f dopravy. Negativn\u00ed dopady roz\u0161i\u0159ov\u00e1n\u00ed silni\u010dn\u00ed kapacity ve m\u011bstech \u010di\u00a0v\u00a0jejich bezprost\u0159edn\u00ed bl\u00edzkosti potvrzuj\u00ed\u00a0<a href=\"https:\/\/nordicroads.com\/expanding-road-capacity-urban-areas-resulted-urban-sprawl-traffic-motorists\/\">odborn\u00e9 studie i\u00a0zku\u0161enosti ze zahrani\u010d\u00ed<\/a>.<\/p>\n<p id=\"4\" class=\"has-pale-cyan-blue-background-color has-background has-medium-font-size\"><strong>Pra\u017esk\u00fd okruh velmi negativn\u011b ovlivn\u00ed \u017eivotn\u00ed prost\u0159ed\u00ed<\/strong><\/p>\n<p class=\"has-white-background-color has-text-color has-background\"><em>Zast\u00e1nci pr\u016ftahu Prahou se sna\u017e\u00ed bagatelizovat jeho negativn\u00ed dopady na \u017eivotn\u00ed prost\u0159ed\u00ed. Dle vyj\u00e1d\u0159en\u00ed \u010cesk\u00e9 inspekce \u017eivotn\u00edho prost\u0159ed\u00ed v r\u00e1mci procesu EIA 2001\u20132002 varianta ji\u017en\u00ed (D0\u00a0518 a 519)\u00a0<em>\u201enep\u0159\u00edmo zasahuje a\u00a0dot\u00fdk\u00e1 se nejv\u011bt\u0161\u00edho po\u010dtu zvl\u00e1\u0161t\u011b chr\u00e1n\u011bn\u00fdch \u00fazem\u00ed a omezuje, v n\u011bkter\u00fdch p\u0159\u00edpadech dokonce likviduje, nejv\u00edce stanovi\u0161\u0165 s\u00a0v\u00fdskytem zvl\u00e1\u0161t\u011b chr\u00e1n\u011bn\u00fdch druh\u016f \u017eivo\u010dich\u016f. Z pohledu vlivu na krajinn\u00fd r\u00e1z je rovn\u011b\u017e varianta J nep\u0159ijateln\u00e1, \u2026\u201c<\/em><\/p>\n<p>SEA k\u00a0Metropolitn\u00edmu pl\u00e1nu z\u00a0dubna 2022 vyhodnotila D0\u00a0518 a 519 jako z\u00e1m\u011br s\u00a0v\u00fdznamn\u00fdm negativn\u00edm vlivem na zvl\u00e1\u0161t\u011b chr\u00e1n\u011bn\u00e1 \u00fazem\u00ed, prvky \u00daSES, krajinn\u00fd r\u00e1z a\u00a0biodiverzitu. V\u00a0t\u00e9to souvislosti upozor\u0148uje tak\u00e9 na kumulativn\u00ed a\u00a0synergick\u00e9 vlivy a\u00a0degradaci p\u0159\u00edrodn\u00edch a krajinn\u00fdch hodnot v\u00a0d\u016fsledku realizace z\u00e1m\u011bru. Odbor ochrany prost\u0159ed\u00ed Magistr\u00e1tu hlavn\u00edho m\u011bsta Prahy nevylu\u010duje v\u00fdznamn\u00fd negativn\u00ed vliv na EVL Ka\u0148on Vltavy u\u00a0Sedlce. Dal\u0161\u00ed\u00a0<a href=\"https:\/\/rozumnadoprava.cz\/odborne-posudky\/\">odborn\u00e9 posudky<\/a>\u00a0rovn\u011b\u017e potvrzuj\u00ed negativn\u00ed dopady z\u00e1m\u011bru na \u017eivotn\u00ed prost\u0159ed\u00ed.<\/p>\n<p>Z\u00e1m\u011br je nav\u00edc v p\u0159\u00edm\u00e9m rozporu s\u00a0klimatick\u00fdmi z\u00e1vazky Prahy, \u010cR a EU a Strategi\u00ed adaptace hlavn\u00edho m\u011bsta na zm\u011bnu klimatu. Studie vlivu na klima potvrzuje, \u017ee v\u00fdstavba a provoz \u0161estiproud\u00e9 d\u00e1lnice povede k\u00a0v\u00fdznamn\u00e9mu n\u00e1r\u016fstu emis\u00ed sklen\u00edkov\u00fdch plyn\u016f. Je to logick\u00e9, nebo\u0165 z\u00e1m\u011br vyvol\u00e1 n\u00e1r\u016fst dopravn\u00edch v\u00fdkon\u016f o\u00a0931\u00a0tis\u00edc vozokilometr\u016f denn\u011b v\u00a0pra\u017esk\u00e9 aglomeraci a v\u00a0d\u016fsledku dopravn\u00ed indukce se postupn\u011b zapln\u00ed i odleh\u010den\u00e9 komunikace. Zat\u00edmco na n\u011bkolika m\u00e1lo komunikac\u00edch s\u00a0m\u00edrn\u00fdm do\u010dasn\u00fdm poklesem dopravy lze o\u010dek\u00e1vat minim\u00e1ln\u00ed zlep\u0161en\u00ed, v\u00a0dot\u010den\u00fdch oblastech, kter\u00e9 jsou nav\u00edc zat\u00ed\u017eeny leteckou dopravou, dojde k\u00a0v\u00fdrazn\u00e9mu zhor\u0161en\u00ed v\u00a0d\u016fsledku um\u00edst\u011bn\u00ed nov\u00e9ho v\u00fdznamn\u00e9ho zdroje hluku.<\/p>\n<p>Navrhovan\u00e1 kompenza\u010dn\u00ed opat\u0159en\u00ed jsou dle odborn\u00edk\u016f a dle zku\u0161enost\u00ed z\u00a0praxe (nap\u0159. D0\u00a0512 u\u00a0Jesenice) naprosto nedostate\u010dn\u00e1 a v\u00a0n\u011bkter\u00fdch p\u0159\u00edpadech nerealizovateln\u00e1.<\/p>\n<p>&nbsp;<\/p>\n<p id=\"6\" class=\"has-pale-cyan-blue-background-color has-background has-medium-font-size\"><strong>Dostavba okruhu negativn\u011b ovlivn\u00ed \u017eivotn\u00ed podm\u00ednky<\/strong><\/p>\n<p class=\"has-white-background-color has-text-color has-background\"><b>Zast\u00e1nci pr\u016ftahu Prahou manipulativn\u011b l\u00ed\u010d\u00ed \u0161estiproudou d\u00e1lnici skrz Prahu jako p\u0159\u00ednos pro m\u00edstn\u00ed obyvatele a\u00a0<\/b><em><strong>socioekonomickou situaci. P\u0159itom tato \u0161kodliv\u00e1 stavba velmi negativn\u011b ovlivn\u00ed \u017eivotn\u00ed podm\u00ednky v\u00a0dot\u010den\u00fdch oblastech a\u00a0povede ke zhor\u0161en\u00ed socioekonomick\u00e9 situace mj. v d\u016fsledku masivn\u00edho zadlu\u017een\u00ed a\u00a0negativn\u00edch externalit vyvolan\u00fdch z\u00e1m\u011brem.<\/strong><\/em><\/p>\n<p>Lze o\u010dek\u00e1vat, \u017ee investi\u010dn\u00ed n\u00e1klady D0\u00a0518 a 519 v\u00fdrazn\u011b p\u0159ekro\u010d\u00ed \u010d\u00e1stku 30\u00a0miliard\u00a0K\u010d. Na samotn\u00e9 v\u00fdstavb\u011b vyd\u011blaj\u00ed hlavn\u011b majitel\u00e9 stavebn\u00edch firem a \u201enov\u011b vytvo\u0159en\u00e1 pracovn\u00ed m\u00edsta\u201c budou p\u0159edev\u0161\u00edm d\u011blnick\u00e9 profese. P\u0159i realizaci odpov\u00eddaj\u00edc\u00edch \u00fasek\u016f region\u00e1ln\u00ed varianty \u010di aglomera\u010dn\u00edho okruhu by bylo mo\u017en\u00e9 u\u0161et\u0159it v\u00edce ne\u017e 50\u00a0% uveden\u00e9 \u010d\u00e1stky a\u00a0investovat ji do smyslupln\u011bj\u0161\u00edch a pot\u0159ebn\u011bj\u0161\u00edch projekt\u016f bu\u010f v\u00a0oblasti dopravy (nap\u0159. infrastruktura v\u00a0regionech \u010di vysokorychlostn\u00ed \u017eeleznice) nebo ve v\u011bd\u011b a v\u00fdzkumu, \u0161kolstv\u00ed \u010di\u00a0zdravotnictv\u00ed, tedy v\u00a0sektorech, kter\u00e1 vytvo\u0159\u00ed vysoce kvalifikovan\u00e1 pracovn\u00ed m\u00edsta s\u00a0mnohem vy\u0161\u0161\u00ed p\u0159idanou hodnotou pro ekonomiku.<\/p>\n<p>Zast\u00e1nci pr\u016ftahu hovo\u0159\u00ed o zlep\u0161en\u00ed dopravn\u00ed dostupnosti p\u0159\u00edm\u011bstsk\u00fdch \u010d\u00e1st\u00ed a zv\u00fd\u0161en\u00ed \u00farovn\u011b slu\u017eeb a obchodn\u00edch aktivit i v bl\u00edzkosti z\u00e1m\u011bru. Dostavba pr\u016ftahu negativn\u011b ovlivn\u00ed \u017eivotn\u00ed podm\u00ednky pro des\u00edtky tis\u00edc obyvatel, kte\u0159\u00ed p\u0159ijdou o obl\u00edben\u00e1 m\u00edsta pro odpo\u010dinek, proch\u00e1zky a\u00a0rekreaci.<\/p>\n<p>Z\u00a0urbanistick\u00e9ho hlediska je d\u00e1lnice ve m\u011bst\u011b naprosto nevhodn\u00e1, proto\u017ee zab\u00edr\u00e1 cenn\u00e9 pozemky, kter\u00e9 by mohly b\u00fdt jinak vyu\u017eity pro m\u011bstsk\u00e9 funkce: bydlen\u00ed, ob\u010dansk\u00e1 vybavenost, ve\u0159ejn\u00e1 doprava, aktivn\u00ed mobilita.
