Ukazuje se, \u017ee Evropa pot\u0159ebuje systematickou zm\u011bnu na cest\u011b k dekarbonizaci a mus\u00ed flexibiln\u011bji reagovat na aktu\u00e1ln\u00ed stav pr\u016fmyslu i v\u00fdvoj trh\u016f.<\/strong> <!--more--><\/p>\n<p>&#8222;Pova\u017eujeme to za kl\u00ed\u010dov\u00e9 pro pos\u00edlen\u00ed konkurenceschopnosti Evropy a \u010desk\u00fdch firem, sn\u00ed\u017een\u00ed strategick\u00e9 z\u00e1vislosti na \u010c\u00edn\u011b, a v neposledn\u00ed \u0159ad\u011b pro udr\u017een\u00ed pracovn\u00edch m\u00edst v odv\u011btv\u00ed a zaji\u0161t\u011bn\u00ed dostupn\u00e9 individu\u00e1ln\u00ed mobility pro v\u0161echny,&#8220; uvedl AutoSAP.<\/p>\n<p>Hlavn\u00edm po\u017eadavkem \u010cR je d\u016fraz na technologickou neutralitu, tedy otev\u0159enost v\u016f\u010di v\u0161em dostupn\u00fdm mo\u017enostem dekarbonizace dopravy. Sou\u010dasn\u011b je pot\u0159eba p\u0159ijmout takov\u00e9 zm\u011bny na\u0159\u00edzen\u00ed, kter\u00e9 zamez\u00ed kontraproduktivn\u00edmu sankcionov\u00e1n\u00ed ji\u017e v roce 2025 \u2013 ty byly schv\u00e1leny v roce 2019, ale v sou\u010dasn\u00e9 dob\u011b, kdy jeden ze strategicky nejkriti\u010dt\u011bj\u0161\u00edch evropsk\u00fdch pr\u016fmysl\u016f bojuje se ztr\u00e1tou konkurenceschopnosti, by byly zcela neefektivn\u00ed.<\/p>\n<p>Naopak je t\u0159eba zav\u00e9st mechanismy, kter\u00e9 budou zohled\u0148ovat aktu\u00e1ln\u00ed v\u00fdvoj trh\u016f, stav v\u00fdrobn\u00edch podm\u00ednek a infrastruktury. Proto bude \u010cR usilovat o d\u0159\u00edv\u011bj\u0161\u00ed revizi na\u0159\u00edzen\u00ed a racionalizaci stanoven\u00fdch c\u00edl\u016f, v\u010detn\u011b vyhodnocen\u00ed re\u00e1lnosti tzv. z\u00e1kazu spalovac\u00edch motor\u016f v roce 2035. Stejn\u00fd p\u0159\u00edstup budeme prosazovat i p\u0159i revizi emisn\u00edch c\u00edl\u016f pro t\u011b\u017ek\u00e1 n\u00e1kladn\u00ed vozidla.<\/p>\n<p>C\u00edlem \u010cR je pro takov\u00fd p\u0159\u00edstup z\u00edskat podporu nap\u0159\u00ed\u010d evropsk\u00fdmi st\u00e1ty. V tomto sm\u011bru pl\u00e1nujeme oslovit na\u0161e partnery s n\u00e1vrhem spole\u010dn\u00e9ho prohl\u00e1\u0161en\u00ed, kter\u00e9 by bylo n\u00e1sledn\u011b zasl\u00e1no Evropsk\u00e9 komisi.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-6981\" src=\"http:\/\/www.automakers.cz\/wp-content\/uploads\/2024\/09\/TK_MD_Kupka-policie-STK-900x663.jpg\" alt=\"\" width=\"900\" height=\"663\" \/><\/p>\n<p>Ministr dopravy Martin Kupka k tomu uv\u00e1d\u00ed:<\/p>\n<p>\u201eNavazujeme tak na sv\u00e9 dosavadn\u00ed aktivity v oblasti realistick\u00e9ho a realizovateln\u00e9ho ozelen\u011bn\u00ed dopravy a zachov\u00e1n\u00ed jej\u00ed dostupnosti, a proto jsem se ve spolupr\u00e1ci se Sdru\u017een\u00edm autopr\u016fmyslu rozhodl oslovit ministry \u010dlensk\u00fdch zem\u00ed, aby podpo\u0159ili pot\u0159ebu urychlit revizi stanoven\u00fdch limit\u016f. Spole\u010dn\u011b ud\u011bl\u00e1me v\u0161e pro to, abychom doma nemuseli pom\u00fd\u0161let na zav\u00edran\u00ed tov\u00e1ren a ztr\u00e1tu pracovn\u00edch m\u00edst i ztr\u00e1tu individu\u00e1ln\u00ed mobility.\u201c<\/p>\n<p>Ministr Kupka zd\u016fraz\u0148uje, \u017ee automobilov\u00fd pr\u016fmysl je kl\u00ed\u010dov\u00fdm odv\u011btv\u00edm tuzemsk\u00e9ho a evropsk\u00e9ho hospod\u00e1\u0159stv\u00ed. Je proto nezbytn\u00e9, aby byl p\u0159\u00edstup k pln\u011bn\u00ed c\u00edl\u016f udr\u017eiteln\u00fd nejen ekologicky, ale i ekonomicky, a umo\u017enil investice do inovac\u00ed a obnovy vozov\u00e9ho parku.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-3527\" src=\"http:\/\/www.automakers.cz\/wp-content\/uploads\/2024\/04\/MartinJahn-header_9c899d63-900x506.png\" alt=\"\" width=\"900\" height=\"506\" \/>Martin Jahn, prezident AutoSAP a \u010dlen p\u0159edstavenstva \u0160koda Auto, dod\u00e1v\u00e1:<\/p>\n<p>\u201ePrvn\u00edm krokem k udr\u017een\u00ed siln\u00e9hoautomobilov\u00e9ho pr\u016fmyslu v \u010cR je rychl\u00e9 \u0159e\u0161en\u00ed skokov\u00e9ho zv\u00fd\u0161en\u00ed emisn\u00edch c\u00edl\u016f od roku 2025. Za sou\u010dasn\u00fdch tr\u017en\u00edch podm\u00ednek je prakticky nemo\u017en\u00e9 tyto c\u00edle splnit, co\u017e by vedlo k masivn\u00edm sankc\u00edm v \u0159\u00e1dech stovek miliard korun pro v\u00fdrobce automobil\u016f. To by jen d\u00e1le oslabilo jeho pozici v\u016f\u010di glob\u00e1ln\u00ed konkurenci a sou\u010dasn\u011b od\u010derpalo zdroje na dal\u0161\u00ed nezbytn\u00e9 investice do jeho transformace. Proto je nezbytn\u00e9 prov\u00e9st d\u0159\u00edv\u011bj\u0161\u00ed revizi c\u00edl\u016f CO2.\u201c<\/p>\n<figure id=\"attachment_3525\" aria-describedby=\"caption-attachment-3525\" style=\"width: 900px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-3525\" src=\"http:\/\/www.automakers.cz\/wp-content\/uploads\/2024\/04\/Zdenek-Petzl_3-900x632.jpg\" alt=\"\" width=\"900\" height=\"632\" \/><figcaption id=\"caption-attachment-3525\" class=\"wp-caption-text\">Zden\u011bk Petzl<\/figcaption><\/figure>\n<p>V\u00fdkonn\u00fd \u0159editel AutoSAP Zden\u011bk Petzl d\u00e1le poukazuje na nutnost syst\u00e9mov\u00e9ho p\u0159\u00edstupu k transformaci pr\u016fmyslu. P\u0159i pln\u011bn\u00ed c\u00edl\u016f zelen\u00e9 transformace je d\u016fle\u017eit\u00e9 zohlednit i re\u00e1ln\u00e9 mo\u017enosti a v\u00fdzvy, kter\u00fdm v\u00fdrobci automobil\u016f aktu\u00e1ln\u011b \u010del\u00ed, a nastavit regulace tak, aby podpo\u0159ily nejen dekarbonizaci, ale i stabilitu a r\u016fst sektoru.<\/p>\n<p>Zden\u011bk Petzl, v\u00fdkonn\u00fd \u0159editel AutoSAP, zd\u016fraz\u0148uje: \u201eVelmi si v\u00e1\u017e\u00edme podpory ministra Kupky. Stoj\u00edme na kritick\u00e9m rozcest\u00ed, na kter\u00e9m jde o mnohem v\u00edce ne\u017e o procenta emisn\u00edch c\u00edl\u016f \u2013 jde o pracovn\u00ed m\u00edsta, zachov\u00e1n\u00ed siln\u00e9ho automobilov\u00e9ho pr\u016fmyslu v \u010cesk\u00e9 republice a strategickou nez\u00e1vislost Evropy. Pokud to se sni\u017eov\u00e1n\u00edm emis\u00ed mysl\u00edme opravdu v\u00e1\u017en\u011b, mus\u00edme vytvo\u0159it konkurenceschopn\u00e9 podm\u00ednky pro pr\u016fmysl a \u0159e\u0161it kl\u00ed\u010dov\u00e9 v\u00fdzvy, jako jsou vysok\u00e9 ceny energi\u00ed, nadm\u011brn\u00e1 regula\u010dn\u00ed z\u00e1t\u011b\u017e nebo t\u00e9m\u011b\u0159 neexistuj\u00edc\u00ed evropsk\u00fd dodavatelsk\u00fd \u0159et\u011bzec pro elektrickou mobilitu.\u201c<\/p>\n<p>Ministerstvo dopravy a \u010desk\u00fd automobilov\u00fd pr\u016fmysl akcentuj\u00ed, \u017ee jsou spole\u010dn\u011b p\u0159ipraveni aktivn\u011b p\u0159isp\u00edvat k ochran\u011b klimatu, stejn\u011b jako doposud. To si v\u0161ak vy\u017eaduje stabiln\u00ed a konkurenceschopn\u00e9 prost\u0159ed\u00ed, a zaji\u0161t\u011bn\u00ed podm\u00ednek, kter\u00e9 dlouhodob\u011b umo\u017en\u00ed realistick\u00e9 c\u00edle v praxi napl\u0148ovat.<\/p>\n<p>V roce 2019 bylo schv\u00e1leno Radou a Evropsk\u00fdm parlamentem na\u0159\u00edzen\u00ed, kter\u00e9 stanovuje v\u00fdkonnostn\u00ed limity CO2 pro nov\u00e9 osobn\u00ed automobily a nov\u00e1 lehk\u00e1 u\u017eitkov\u00e1 vozidla (dod\u00e1vky) na roky 2025 a 2030. V n\u00e1vaznosti na ambici\u00f3zn\u011bj\u0161\u00ed klimatick\u00e9 c\u00edle Unie schv\u00e1len\u00e9 Evropskou Radou v roce 2020 byla v roce 2023 p\u0159ijata revize tohoto na\u0159\u00edzen\u00ed, kter\u00e1 upravila c\u00edl na rok 2030 a doplnila c\u00edl na 2035.<\/p>\n<p>Evropsk\u00e1 komise by m\u011bla p\u0159edlo\u017eit zpr\u00e1vu Evropsk\u00e9mu parlamentu a Rad\u011b do 31. prosince 2025. Po n\u00ed by m\u011bl s nejv\u011bt\u0161\u00ed pravd\u011bpodobnost\u00ed n\u00e1sledovat v roce 2026 legislativn\u00ed p\u0159ezkum \u0159\u00e1dn\u00fdm legislativn\u00edm postupem (obvykle trv\u00e1 12-18 m\u011bs\u00edc\u016f).
